This Saturday, GJKKO set security measures for the former Minister of Health, Ilir Beqaj, who was placed under "obligation to appear" and banned from leaving the territory of Albania.

Beqaj is accused of abusing his duty with the 100 million euro sterilization concession, which was won by the company "SaniService", in which the largest shareholder was businessman Ilir Rrapaj with the entity "Investital LLC".

As CNA has reported before, Beqaj and Rrapaj knew each other before the sterilization concession was made and this has been confirmed by the trips they have taken together.

They traveled together to Italy before the concession procedure was opened and after it was opened and these flights were also mentioned in the file of the Special Prosecutor's Office.

Rrapaj traveled on the same plane with the former Minister of Health and the former Deputy Minister of Health, Klodian Rjepaj, two months before the commission for granting the sterilization concession was set up.

The trips date back to June 2014, and even a month after returning from Italy, Rrapaj registered the company "Investital LLC", the largest shareholder of the concession company, and on August 18, 2014, the commission for the concession was established.

Beqaj was not the only one who went to Italy with Rrapaj, but also his deputy, while a trip of the former minister resulted in Vienna with the administrator of the concession company in September 2016.

From the data in the file of the Special Prosecutor's Office and on the official website of the Ministry of Health and Social Protection, the following trips result:

- Citizens Ilir Rrapaj, Ilir Beqaj and Klodian Rjepaj entered Albania at the Rinas border crossing point, from Italy, on June 15, 2014 at 21:12, 21:14 and 21:10 respectively.

- Citizens Ilir Rrapaj and Klodian Rjepaj left Albania at the Rinas border crossing point, with the Rome airline, on March 26, 2015, at 16:34 and 16:25 respectively (this period coincides with the announcement of the tender announcement within deadline for submission of offers).

- Citizens Ilir Rrapaj, Umbro Staccini and Klodian Rjepaj left Albania at the border crossing point Rinas, Perugia on April 13, 2016, respectively at 13:14, 13:07 and 13:10.

- Citizens Ilir Rrapaj and Klodian Rjepaj left Albania at the Rinas border crossing point, by air on November 24, 2016 at 11:33 and 11:34, respectively.

- Citizen Admir Daca, administrator of the concessionaire company "Sani Service" since December 1, 2015, which won the concession subject to investigation, and citizen Ilir Beqaj, currently Minister of Health, have exited Albania at the border crossing point Rinas, by line Vienna airport on September 25, 2016, respectively at 14:15 and 14:06./ CNA
