The former deputy commander of the Naval Force, Artur Meçollari, has denounced the involvement of the president, Bajram Begaj, in allowing private investments in Saranda, undermining the readiness and operationality of the Naval Force.

According to Meçollar, when Begaj held the position of Chief of the General Staff of the FA in the handing over of the Saranda Naval Base, he allowed the start of investments by the private company "Marina Bay Saranda" and according to him, as the court has stated, the readiness and operationality of the Naval Force was compromised .

Artur Meçollari says that the former Chief of General Staff of the FA, Major General Bajram Begaj was fully aware that the Saranda naval base was in the Deployment and Expansion Plan.

The role of the former Chief of the General Staff of the FA, Major General Bajram Begaj, in the surrender of the Saranda naval base and in the violation of the readiness and operationality of the Naval Force.

Today, Bajram Begaj is the Commander-in-Chief of the Armed Forces.

The Chief of the General Staff of the FA in accordance with the law 64/2014 "On the powers and authorities of the direction and command of the Armed Forces of the Republic of Albania", article 16, point 3 (d) has the responsibility for "control of combat readiness and take measures for its improvement".

But with the decision of the court at all three levels, regarding the "preventive sequestration" of the Sarandë naval base, the decision, which is already final, states ""the court appreciates the submission of the prosecutor that the performance of investment actions in the field of tourism or other constructions by the investor, on property No. 696, for the reason that the free disposal of this property by private entities affects the readiness and operationality of the Naval Force, operationality which must continue to be carried out by the competent body which is the Force Command Maritime, without the intervention of private entities".

The former Chief of the General Staff of the FA, Major General Bajram Begaj, was fully aware that the Saranda naval base was in the Deployment and Deployment Plan.

The decision of the Supreme Court No. 00-2023-1001, dated 15.06.2023 states that "5. The Chief of the General Staff, with letter No. 8530/3 prot., dated 28.12.2021, forwarded the information received from the Command of the Naval Force (hereinafter referred to as KFD) regarding the status of the property, informing/notifying that property No. 696, "Auxiliary Base" Limion, Saranda, with an area of ??39,446 m2 is included in the deployment and deployment plan of the Naval Force , approved by Decree of the President of the Republic No. 8593, dated 17.6.2014".

How is the former Chief of the General Staff of the FA Major General Bajram Begaj involved in the handover of the Saranda Naval Base that allowed the start of investments by the private company "Marina Bay Saranda" and as the court says, the readiness and operationality of the Naval Force was compromised.

????1. Letters no. 4343/1, dated August 19, 2020, of the former Chief of the General Staff of the FA, Major General Bajram Begaj, who has asked the Navy to hand over the property of 26.5 ha to the "Marina Bay Saranda" municipality, including the Saranda naval base of 4 ha (property no. 696).

???? 2) Letter no. 1619, dated March 12, 2021, of the former Chief of the General Staff of the FA, Major General Bajram Begaj, who asks the Navy to hand over to the municipality "Marina Bay Saranda" the property of 26.5 ha, including the Saranda naval base of 4 ha (property no. 696).

????3) Has allowed the approval of Act Agreement no. 4389 prot., dated 10.12.2021 "On granting access for the start of works for the construction of facilities in the interest of the Naval Force Command and permission for the passage of tools and personnel who will work on the construction of the breakwater in the properties under the administration of Command of the Naval Force, Gjiu i Limioni Sarandë". ????4) Has allowed Amendment no. 1, with no. 724 prot., dated 4.3.2022 of Act Agreement no. 4389 prot., dated 10.12.2021. Signed by the Commander of the Naval Force Rear Admiral Adnand Agastra.

???? 5) It allowed the issuance of the order of the Naval Force Command no. 90, dated 12.3.2022, "On the establishment of the commission for the delivery of property no. 696 (Relief base), property no. 1271 (objects of the relief base) and property no. 1272 (objects of the auxiliary base), Gjiri i Limioni, Saranda, in the presence of the administrators of the company Marina Bay Saranda LLC. Signed by the Commander of the Naval Force Rear Admiral Adnand Agastra.

???? 6) In May 2021, the means of the Support Command helped the Navy in removing materials from the Saranda auxiliary base after its handover. The Support Command cannot act in the interest of another command without the order of the FA Chief of Staff.
