The State High Control has conducted an audit in the Compulsory Health Care Insurance Fund, where it caught the director of this institution in violation.

From the audit for the years 2019-2020, it was found that the director of that period reduced the salaries of FSDKSH employees of every position.

According to KLSH, by exceeding the powers, it has reduced the salaries of the employees, bringing them to minimum wages.

This is because the powers for the salary level of the employees belong to the Council of Administration.

"In the approved Regulation, Chapter 5 "Human Resources Regulation", Chapter XI "Salaries", point 6, the basic salary ratios of each class, with the lowest class, have been approved. The approval of these reports in this regulation by the General Director was carried out in excess of his powers, because the salary level is approved by the CA.

Moreover, during the approval of these levels, for category II-3, Category C/1, level 6, for FSDKSH Branches (page 30), the defined ratio is 1.89, while according to CA Decision no. 60, dated 17.07.2017 "For some changes in the FSDKSH personnel regulation, for this category, the ratio is 1.98, reducing the ratio by 9 percentage points and indirectly reducing the salary of employees of this category without the right", says KLSH.

Another violation found by KLSH is the employment of 19 people, whose education does not match the position they held.

"For 19 jobs for 2019 and for 11 jobs for 2020, the required specialty has not been defined, but "Higher Education" has been defined as a specialty, without determining what profession these employees should have, economist, doctor, pharmacist, lawyer or any other profession, leaving room for the recruitment of employees with specialties not suitable for the activity carried out by the Fund", the report emphasizes.
