CNA is bringing today another document that deepens the scandal of the Tirana incinerator, which received 110 million euros from Albanian taxes.

This document is published for the first time by CNA and is a request that 3 companies have officially made to the Albanian government, addressed to the former Minister of the Environment, Lefter Koka, and to the knowledge of the Mayor of Tirana, Mr. Erion Veliaj.

This document shows that 3 companies, "Energy Recuperator" and "Paul Wurth Italia", together with Klodian Zoto's "ITS" express interest in the Tirana landfill.

The letter is two pages, dated June 23, 2016 and explains the proposals of the group of 3 companies for waste management in the capital.

" Based on our many years of experience in the field of waste management, in Europe and elsewhere, highly qualified staff and guaranteed financial capacities, we offer services and solutions, which will solve one of the most critical conditions of waste management in the District of Tirana; let's highlight the main actions that we will propose to take:

+ Encapsulation of waste in the existing Landfill;

+ Construction of the new Landfill in 6 (six) months;

+ Construction of the Leachate Plant;

+ Construction of the Recycling Plant;

+ Construction of the Incinerator for a long period of 6 (six) years;

+ Urban Waste Management of Tirana for 25-30 years;

In the framework of the public-private partnership, the group of above-mentioned companies, which in due course will create a formal structure dedicated to presenting the Project-proposal, express their interest to undertake the financing, design and construction of the plants and public infrastructure, the production of energy from waste, their operation and maintenance until the end of the term with a very important rehabilitation program for the entire contaminated area in the existing landfill of Tirana, of course in a very close cooperation with the Albanian government and the Municipality of Tirana ", the letter states, among other things.

At the end of the document, you can clearly see the seal of "ITS" and the signature made by the representative of this company, which at that time was 100% under the administration of Klodin Zoto and it was known what company it was, what activity it had, who it was run by , this is due to the fact that he had been a subcontractor in the Elbasan incinerator and had obtained a concession directly on its behalf, the concession for the construction of the Fier incinerator.

The document published today by CNA shows that the Albanian government, through the Ministry of Environment, but also through the Municipality of Tirana, were aware of the fact that Klodian Zoto was behind the Tirana incinerator company, but apparently everyone turned a blind eye and deaf ears.

This is because the document clearly shows who the 3 applicants are and then in 2017, a company appears to us, which is called "Integrated Energy" that comes and takes the concession of the Tirana incinerator.

This company turns out to be the same, with these owners, that is, with Klodian Zoto's "ITS", "Paul Wurth Italia" and "Energy Recuperator", but there is a preliminary contract between the foreign companies, which indicates that "Paul Wurth Italia ” and “Energy Recuperator” are simple and only names to be used, to complete the turnover or to show that they are big names in the market and can manage Tirana's landfill well and have financial capacities of hundreds of millions of euros.

The preliminary contract shows that these two companies were temporary in Tirana, as soon as the concession contract was signed, they would leave and this is what happened with "Paul Wurth Italia" who left in December 2017 and with "Energy Recuperator" who left later.

The document published today proves that the Albanian government, that the Municipality of Tirana were aware of the fact that Klodian Zoto was behind the incinerator of Tirana.

For this there are photos, videos and documents in SPAK, but it was denied, moreover it was publicly sold to the Albanians as if the Tirana incinerator would be built by "Paul Wurth Italia", although the latter had only been a shareholder for 5 months after signing the contract for the Tirana incinerator and had left.

Zoto and Mërtiri, the real people hiding behind Tirana's incinerator

Klodian Zoto and Mirel Mërtiti are behind the Tirana incinerator. Zoto appears in the documents, but SPAK has proven that everything was done only with the approval and order of Mirel Mërtir.

Meanwhile, today's document proves once again the fraud that was done to the Albanians with the Tirana incinerator and the abuse of at least 100 million euros.

Yesterday, CNA showed in a video that this amount of money brought to Tirana only a few mountains of garbage.

There is no incinerator in Tirana, the published footage showed everything, just like this document shows, which is another scandal that talks a lot about the incinerator affair.
