Passed the vetting with the divided KPK/KLP, ready to appoint the chief

On April 28, 2022, after an emergency meeting, the High Prosecution Council announced that it appointed prosecutor Arens Çela as the temporary head of the Tirana Prosecutor's Office.

According to the announcement, Çela's name was proposed by the Career Development Commission and voted unanimously by the members of the High Council of Prosecution. KLP also opened the race for the election of the new head of the Prosecutor's Office of Tirana.

But in the corridors of the prosecution body, it is said that the same was the proposal of the General Prosecutor Olsian Çela, who from Serious Crimes took Arens Çela into his cabinet.

Kur kanë kaluar 6 muaj nga emërimi si i komanduar apo Ii përkohshëm, KLP është kujtuar ta bëjë të përhershëm.

Në mbledhjen e KLP-së që do të mbahet të enjten me 29 shtator, është parashikuar që të diskutohet dhe të miratohet relacioni “Mbi verifikimin e pasurisë dhe figurës së kandidatit Arens Çela për Drejtues të Prokurorisë pranë Gjykatës së Shkallës së Parë Tiranë.”

Pra, sa për protokoll dhe procedurë, pasi nuk ka një garë të hapur për drejtues të Prokurorisë së Tiranës.

Në 23 mars të vitit 2021, Komisioni i Pavarur i Kualifikimit konfirmoi në detyrë prokurorin e Prokurorisë së Përgjithshme Arens Çela.

Trupa gjykuese me kryesuese Pamela Qirko, relatore Firdes Shuli dhe anëtare Xhensila Pine, u nda dhe votoi me shumicë votash për konfirmimin e Çelës, ndërkohë që ndaj tij u referuan në Inspektoriatin e Lartë të Drejtësisë tre çështje për inspektim.

Anëtarja e KPK-së Xhensila Pine ishte kundër konfirmimit në detyrë të prokurorit Çela si për kriterin e pasurisë ashtu dhe për atë të aspektit professional.

Për prokurorin Çela, në KPK janë mbajtur dy seanca dëgjimore publike pas riçeljes së  hetimeve, pasi kishte marrë një denoncim anonim në lidhje me hetimin e një kallëzimi për korrupsion ndaj prokurorit Artan Lulo, gjyqtarëve Sokol Pasho dhe Bedri Qorri dhe një oficeri të policisë gjyqësore.

Ndërkohë, gjatë seancës së parë dëgjimore subjekti u përball me pyetje mbi vendimmarrjen e tij në lidhje me dy çështje të tjera që kishte hetuar.

Çela asked the court to punish him for domestic violence. Contrary to the prosecutor's request, the judge has reclassified the criminal offense to attempted murder, sentencing the defendant to 22 years in prison. The second case was related to the forced escorting of a citizen by Berat police./CNA.al
