Vetting is failing to solve all justice problems. This is also shown by the high number of denunciations before the High Inspectorate of Justice.

The problems of 3 decades of transition are still reflected in justice.

Only during the month of July 2022, the Legal Aid and Complaints Sector received 27 complainants, who appeared at the premises of the Office of the High Inspector of Justice, and 25 phone calls from citizens, who requested information on the stage of their complaints or information on completing the TIP complaint form.

Në total, zyra e Inspektorit të Lartë të Drejtësisë, në të njëjtin ka administruar 54 ankesa, 49 nga të cilat janë paraqitur nga qytetarët , 4 ankesa nga institucione dhe 1 ankesë nga një institucion jo publik.

Zyra e Inspektorit të Lartë të Drejtësisë ka kryer konfirmimin standard të marrjes së ankesës për të gjitha ankesat, që kanë hyrë për herë të parë në institucion gjatë muajit Korrik 2022.

Ankesat që kanë subjekt të tyre prokurorë dhe gjyqtarë janë shpërndarë tek Inspektorët dhe ndodhen në faza të ndryshme, si shqyrtim fillestar, arkivim, verifikim, me projektvendimet përkatëse.

Mijëra denoncime edhe një vit më parë

Kreu i ILD-së, Artur Metani, gjatë raportimit të fundit në Kuvend, tha se ka një rritje të jashtëzakonshme të numrit të denoncimeve për gjyqtarët dhe prokurorët.

“Sot që flasim janë mbi 4700 ankesa të konfirmuara në ILD, nga 3054 që kishim deri në fund të vitit 2020. Kjo flet shumë për besimin dhe pritshmërinë e lartë që kanë qytetarët tek institucioni. Me kapacitetet ekzistuese të ILD, gjatë vitit 2021 janë marrë 22 vendime për fillimin e hetimit disiplinor për 31 subjekte të hetimit disiplinor” tha Inspektori i Lartë i Drejtësisë.

Në raportin e paraqitur në Kuvend, thuhet se shkeljet disiplinore për të cilat, Inspektori i Lartë i Drejtësisë ka nisur hetimin disiplinor, renditen në shkelje disiplinore gjatë dhe jashtë ushtrimit të funksionit si dhe shkelje disiplinore për shkak të kryerjes së veprës penale me vendim të formës së prerë, që sipas natyrës së tyre, diskreditojnë pozitën dhe figurën e magjistratit ose dëmtojnë rëndë besimin e publikut në sistemin gjyqësor ose të prokurorisë, bazuar në faktet dhe rrethanat e pranuara nga gjykata.

Masat disiplinore të propozuara kanë qenë nga vërejtje deri në shkarkim nga detyra.

"I want to underline that out of the 17 proceedings, 7 of them came as a result of reviewing complaints submitted by citizens, which account for a volume of 41% of disciplinary proceedings." said Metani in the floor of the Assembly, underlining that handling as many complaints as possible continues to be the institution's priority for 2022./CNA.al
