The incinerator of Tirana that does not exist, with a concession company that has received over 110 million euros from the Albanian state, is trying to be treated by the propaganda of the Rilindja media and the fine associates of Mirel Mërtir as a matter of an individual a>, as a simple fraud problem, as an incinerator that will build that there are other legal terms, that he can beat us in Arbitration and others like these.
In fact, the history of Tirana's landfill is not the story of an individual and a fraud, because SPAK has so far raised several charges, corruption, cleaning of the proceeds of crime, fraud, etc.

Everything does not just go to Tirana, but goes to Fieri, goes to Elbasan and according to legal experts, who have spoken publicly, the case should have been treated as a single file, where we are dealing with a structured criminal group.
And moreover, some people see it as a mafia issue, someone as a political issue, someone as a corruption issue.

In fact, the mafia is butting horns.
It is enough to understand a little from the old films "La Piovra", (The Octopus), widely shown on Albanian television after the 90s, how the schemes of the mafia worked to steal funds, which were not sent to the right destination. They circulated them, sent them wherever they wanted and returned them again, multiplied.
In the case of incinerators, more than 110 million euros were taken and no one gives an account, they just lie. They lie about the investments, somewhere they get 22 and somewhere they get 30 million euros.

For those who are curious and play with the numbers, the Tirana landfill has salaries of only 140 thousand euros per month. So, throughout the year, with a fairly simple arithmetic, there are 1 million and 680 thousand euros in salaries per year, while the company's income according to the 2021 declaration is 25 million euros and a profit of about 8 million euros.
If we will directly calculate everything, every transaction that the company has made, the profit is almost 30% and the total expenditure for salaries is almost 5%.
For those who want the truth, to understand what happens, is that based on a concession contract today, after 6 years, the incinerator should have been built.
The company claims that it was granted permission in 2020, although it worked from 2017 to 2020 and received over 30 million euros in those 3 years.

Even if they get 2020 as the go-ahead date as the company claims, its lawyers and the toll collectors that are running around today one of the lines should be up and running.
In the first 3 years, more than 100 million euros should have been invested according to the investment annex-contract signed by the Albanian government and the Municipality of Tirana, which should have and the project implementation unit to monitor it, a monitoring that has not been done for years, while the money is transferred from the government to the Municipality of Tirana and from the municipality to the incinerator company.
This is the truth of the Tirana incinerator in a nutshell and this whole story of millions of euros that the media buys as a commodity in the Cham market wants to be sold as the story of a single individual.
Mirel Mërtiri, someone claims that he did the whole scheme alone, someone else claims that Klodian Zoto did it with Arben Ahmetaj, someone else says that all three did it, but there were also subcontractors.
Actually, the story is not like that.
The story begins with a great truth. Mirel Mërtiri and Klodian Zoto are collaborators of the vision and approach that the Albanian government and the Socialist Party had for the incinerators, abandoning the initial landfill project.
Miel Mërtiri and Klodian Zoto are the soldiers of the implementation of a giant project, that everyone can point the finger and say mafia, since we have an incinerator in Elbasan that needs 2 million euros to keep it lit, it has not been completed in Fier since 2016 that the project has started because it requires a few more millions and in Tirana more than 110 million euros have been received and the incinerator does not exist.
This can simply be called a mafia project with theft, abuse, evasion, corruption that goes to business, to the media, to the institutions of the Albanian state, to the prime minister, to the municipalities and to the last official who should have been the guardian of the Albanians' taxes that were paid, but in fact they all became part of a criminal group, which without question can be called the mafia of incinerators./ CNA
