The Speaker of the Assembly, Niko Peleshi, has submitted for discussion a package of changes to the Rules of Procedure of the Assembly, which aim to accelerate parliamentary procedures, especially on issues related to Albania's integration process into the European Union.

Among the most important proposals is the exemption of draft laws related to EU accession negotiations from the restrictions of the accelerated procedure.

Currently, the Assembly cannot review more than three draft laws with such a procedure during nine weeks of work, but the new draft provides that this restriction will not apply to laws related to the approximation of Albanian legislation with European legislation or the implementation of the obligations of the negotiation process.

The changes also affect the way off-the-agenda issues are approved in plenary sessions.

If until now the support of 3/5 of the deputies present was required, the new proposal lowers the threshold to a simple majority, making it easier to introduce unforeseen issues into the discussion.

Another point of the draft is related to parliamentary committees.

According to the proposal, requests for hearings with government members must be handled within five days, with the aim of avoiding delays and increasing parliamentary oversight.

The package of changes is expected to be discussed in parliamentary bodies in the coming days./ CNA
