The government aims to transform the country's industrial model over the coming years, reducing dependence on manufacturing and directing investments towards sectors with higher added value, including the processing of critical raw materials and the development of more technologically advanced industries.

According to the draft National Industrial Strategy 2026–2030, the Albanian economy continues to rely on sectors with relatively low productivity, while industrial exports are dominated by manufacturing activities.

The document notes that "the textile and clothing sector accounts for about 30.73% of the manufacturing industry, showing high dependence on the tailoring model (CMT), which generates employment but with limited productivity."

The strategy emphasizes that medium and high-tech products represent only a small part of Albanian industrial exports, while integrated instruments are lacking for the transition from the fason model towards the development of products with more advanced brands, designs and technologies.

"Support for exports remains fragmented and oriented towards promotion, not towards the transformation of production capacities," the document states.

The government proposes the creation of programs that will support the transformation of production models towards higher value-added products, including design, advanced processing, and product customization.

One of the main pillars of the strategy is Albania's integration into European value chains and strengthening its role in sectors related to critical raw materials, considered a priority for European Union industry.

The document envisages the development of production and processing capacities that can support the transition from the export of raw materials to higher value-added activities within the country.

The strategy also aims to increase the share of the manufacturing industry in the economy. According to the set objectives, the added value of the manufacturing industry is expected to increase from 7% of Gross Domestic Product in 2025 to at least 9% by 2030.

The document also aims to improve the economic complexity of Albanian exports and increase investment in research and development, with the objective of R&D spending reaching 1% of GDP by the end of the decade.
