The hijacking of IT procurements with complaint schemes by Migena Schröder, an Albanian citizen with an EU passport, and Gerond Meçe, associated with the ABS company, known in the market for more than 10 years as a figure who controls public procurements in IT, is now a fact that CNA broke down with the relevant documents, reporting how the complaints process is carried out and how people within the Public Procurement Committee are used or misused, bringing about a near collapse that is burdening state institutions for completely clientelist, if not corrupt, interests.

CNA yesterday reported how the KPP was involved in the blocking process and how it was minimally misused without talking about possible corruption.

The situation with the hijacking of IT procurements has reached alarming proportions and has brought about quite a few consequences.

The KPP makes completely unjustifiable decisions in violation of the law and even committing criminal offenses, which it is SPAK that should investigate, as they have major consequences not only financially, but also for the security of citizens' data.

The CPC, with its violations and abuses of the law, has opened the door to flagrant abuses and jeopardized the functioning of critical state systems.

One of the scandals is the decision to remove genuine specialists from technical processes, a direct blow to professionalism and security. With the absurd decision of the KPP, it is claimed that anyone can maintain complex government systems without any qualifications. Let's hire a generic to maintain IT systems, this is what the KPP has done, in short. Security at zero level, professionalism is erased with a drop of a pencil. The question arises: WHY?

The answer must be found by SPAK investigators and prosecutors, and this is a very flagrant case that severely affects IT systems and then we end up like years ago when Albanian data was sold and ended up in Iran.

KPP excludes official producers

Equally scandalous is the acceptance of the request to bypass the official authorizations of the manufacturers. So it does not matter that everything used in the IT field comes from serious international companies, which certify the IT and security fields, this is what the KPP says.

With its decisions, the KPP is legitimizing black market supply, completely eliminating the official supply chain of companies like Microsoft, Dell or Panasonic. This is an unprecedented practice that seriously jeopardizes the integrity of the equipment and software used by the public administration.

Classified information on the "high street"

Even more shocking is the fact that the removal of security clearance requirements for persons working with certain systems and data containing classified information is being tolerated.

This means that sensitive and classified state information could end up in the hands of individuals or companies without any security guarantees, be traded or even go to Iran again. And if this so-called tolerance is implemented, everything would simply be a direct blow to national security.

Meanwhile, over 30 tender procedures that critically affect the functioning of government systems have been blocked. The systems are left unprotected, without maintenance and at full operational risk, an unprecedented situation that is leading to the paralysis of institutions.

If these decisions continue, the damage to the state, citizens, and public safety will be immeasurable. This is a man-made crisis, driven by irresponsible and dangerous decision-making, that is leading the entire market and the technical functioning of the administration towards complete degradation.

The Public Procurement Commission is the institution that is seen as the last step in the state pyramid for appealing in the public procurement process.

The head of this institution, Jonaid Myzyri, has been named as a defendant by SPAK and there are hundreds of cases of absurd decisions by this institution that end up in court, leading to blockages or economic consequences for institutions or economic operators.

CNA is further deepening the investigation regarding this institution and its misuse by certain segments and individuals.

We are bringing a case where the KPP has not only been misused, but with the successive steps and blockages that occurred due to incompetence, or ignorance, not excluding the suspicion that there may also be a corrupt affair at the foundation of the institution with major consequences for state institutions. The cases speak for themselves.

Let's give the example of how intentional blockages are made complaint after complaint, and this has already been proven.

After receiving the decision from the PPC, the Contracting Authority is obliged to issue an annex for the implementation of its decision within 5 days, and then the PPC to state whether or not it will lift the suspension. Cases when the PPC does not lift the suspensions are when the PPC decision has not been implemented by the Contracting Authority.

In many recently identified complaints (list below), before the KPP issues a decision on whether or not to lift the suspension of the Economic Operator, they file a new complaint and the KPP reviews it and accepts it.

There is a legal irregularity here, because the process should have been closed when the CPC expressed whether or not it was allowed to continue the procedure and further steps, not to continue with complaints after complaints. These maneuvers mean that the "game" of complaints never stops and the procedure is not carried out at all.

Behind them, in the shadows, lie the strong connections of deliberate complainers, where everything seems clear, that it must pass through their hands, otherwise there are no procedures, no IT tenders, only complaints and blockages.

KPP TREND

The KPP has received 100% of the complaints of the operators led and managed by Migena Schröder and citizen Gerond Meçe.

This fact confirms for the umpteenth time what CNA has discovered that schemes are being used that lead to a total blockage of IT procedures, in order to ensure that they are controlled by certain hands.

The PPC must follow the rules and law on public procurement, guaranteeing the parties that the process is fair and transparent.

But the KPP creates even more blockades or tender favors that are requested by "ambassadors" who write e-mails to institutions, or suspicious forms of pressure with Mrs. Schröder's passport or anonymous letters passed by or from Gerond Meçe's leadership./ CNA

In two materials, CNA has brought forth a clear scheme built by two people and their companies, who filed complaints blocking IT tenders for almost a year.

CNA has brought complete materials regarding two people, Ms. Migena Schröder, who, together with Mr. Gerond Meçe, clearly seem to have long blocked public procurements in the IT sector for their clientelistic interests, often in collaboration with the Public Procurement Commission.

This small group, consisting of 3–4 people specializing in such schemes, according to sources and documents provided by CNA, have built an abusive mechanism to favor themselves and their close circle.

Private party schedule

The scheme of private parties with ambassadors and well-known personalities is a very effective way to build a blocking strategy through complaints.

The people involved in this scenario organize parties and events, using connections from various embassies. Ambassadors, consuls, CEOs, and important heads of institutions, both foreign and Albanian, are invited to the parties.

Participants, invited "in honor" and without knowing the true purpose, show up at these parties. But after they end, according to CNA sources, the party aims to collect or use photographs, communications and any other material to demand the return of honor from the guests, not to go further into a form of friendly "pressure" on the guests.

In this way, a connection is created with ambassadors and heads of institutions, who become "friends" for the interests of the same group, thus paving the way for requests for favors and interference in procurement processes.

Using embassies as a shield

This method serves Schröder and Meçe to penetrate public tenders and favor the companies AESS and ABS (Advanced Business Solutions). If the “friendships” do not work, then the group moves on to another phase: creating fictitious stories and slandering serious companies in the IT market, some of which have over 20 years of experience in Albania.

CNA has obtained incontestable emails and documents that Migena Schröder presents these companies as "enemies of the people", fabricating stories about links to corruption, crime, or even "hostile" states.

This is done with the aim of damaging their image, excluding them from tenders, and following the trail, the goal seems clear, to pass the tenders and the benefits through Meçe and Schröder.

In this scheme, Gerond Meçe acts as Schröder's complement. While she takes care to smear the names of the companies and create fictitious stories, Meçe uses his channels: anonymous complaints to the prosecutor's office, the courts and orchestrated attacks in online media. Any company or individual who does not accept their "cooperation" faces denigration, unfounded accusations and constant pressure.

The blocking of IT procurements with a scheme that is not only suspicious, but has clearly been operating as an advisory mission for more than a year, is not only an alarm bell for law enforcement institutions, but also for the state itself as to how certain spaces and schemes are found to block technological development in the IT field.

Migena Schröder, together with Gerond Meçen, was reported to have long blocked public procurements in the IT sector, often in collaboration with the Public Procurement Commission. Here we will bring dozens of facts officially provided by the PPA regarding this scheme.

A small group, consisting of 3-4 specialized people, according to official data provided by CNA, has built an abusive mechanism to favor themselves and their close circle.

But after they are over, photographs, communications, and any materials collected from guests are a good source of information.

In this way, ambassadors and heads of institutions become "grateful collaborators" of the Meçe-Schröder group, paving the way for requests and interventions in procurement processes.

According to official data provided by the Public Procurement Agency, for more than a year, most public procurements in the IT sector have been put on a total hold. Lack of funds, lack of competition, lack of projects or a clear scheme that hides unknown bargaining and corruption.

CNA has conducted an observation and is investigating that this blockage has caused serious consequences in the functioning of government systems, stopping maintenance and new technological developments. We are talking about Minister Diella who is making a name for himself in Europe and the world, but the development and maintenance, the proper functioning of government systems is in collapse.

But what is the reason for this impasse, which comes when there are funds, but procurements are not made? This impasse is precisely where there is a lot of room for law enforcement institutions to start looking seriously at this problem, which by shedding light on it could lead to serious investigations by SPAK?

We are no longer dealing with a mere confrontation in a procurement where criteria are predetermined, but with a conductor who decides how the instruments will play in order to benefit from the music, which in this case are millions of euros of tenders that have been blocked. There is no music because the conductor locks the instruments in a locked cabinet so that the musicians can pass by him, her or them.

Two seem to be the main figures, or the characters who pull the strings that bring about the blockage of what we mentioned above.

First, Gerond Meçe, associated with the ABS company, known in the market for more than 10 years as a figure who controls public procurement in IT. This, not in words, but with statistics. Directly and indirectly he is a conductor, many companies have not had the opportunity to win a tender without going through his "consultancy".

How does the scheme work?

The mechanism used is simple and clear, companies that want to participate in the aforementioned tenders must go through preliminary "consultancy".

In some procurements, a fixed price or a percentage above the limit fund is set, this is a "standard".

If the conditions are not accepted, then the group initiates appeal procedures, blocking the tender.

In parallel, tenders are muddied in online media or other pressures are exerted through new connections created with the PPC institution.

Sipas të dhënave zyrtare nga viti 2013 deri në vitin 2024, gjatë më shumë se një dekade aktivitet, rezulton se Gerond Meçe nuk ka paraqitur asnjë ankesë në Komisionin e Prokurimit Publik (KPP).

Por gjithçka ndryshon më pas nga viti 2024 deri tani në tetor 2025, vetëm brenda një viti, pas bashkëpunimit me Migena Schröder, rezulton se janë dorëzuar 20 ankesa në KPP.

Çfarë ndodhi?

Ky ndryshim drastik tregon se diçka ndryshoi, që nga lidhja e çiftit Meçe–Schröder deri te lidhja me KPP. Duket se është ngritur në një nivel tjetër presionin dhe “konsultat” ndaj tregut të IT-së. Kërkesat për konsulta me përqindje mbi fondet limit janë rritur në një shkallë të tillë sa kompanitë serioze nuk mund t’i përballojnë më.

Për shkak se kompanitë refuzojnë të bashkëpunojnë me kushtet e imponuara, këtu fillon dhe një strategji e re: ankimime të vazhdueshme në KPP. Rezultati është i dukshëm, bllokim pothuajse total i projekteve dhe procedurave në Agjencinë e Prokurimit Publik (APP).

Kjo praktikë jo vetëm ka ngritur dyshime të forta se ankimet nuk janë mjete të ligjshme konkurruese, por thjesht një instrument presioni për të penguar tregun dhe për të detyruar aktorët e tjerë të dorëzohen përballë “konsultave” me përqindje mbi fondet limit.

Edhe pse është e pamundur që ambasadorët të jenë realisht të përfshirë në një skemë të tillë, përdorimi i emrit të tyre pa dijeni është i rrezikshëm, vepër penale dhe përbën skandal më vete. Këto institucione diplomatike nuk mund të bien pre e të tilla skemave që ne do t’i zbërthejmë dite pas dite me detaje.
