For days now, CNA has been conducting an investigation that actually reveals a scandal regarding the demolition of three villas in the Sauk area that have regular building permits.

IKMT is involved in this scandal, as it, with the blessing of Minister Albana Koçiu, illegally demolished three villas.

In documents obtained and published by CNA, the demolished villas were not without permits, but within the approved area for construction. CNA also found that the decision to demolish them was made on the same day the villas were demolished and the construction company was not notified. IKMT’s notification to the company was only made on November 10, a few days after the demolition.

Journalist Elvi Fundo, invited to "A Krasta Show", spoke about this investigation. The journalist emphasized that IKMT claims that the villas were built above the volumes of the building permit, but in fact the opposite is true, since the measurements are 1860 meters less and the villas have collapsed again.

The journalist warned that citizens will pay for this illegality.

"The minister's only success is in some demolitions that go along with these IKMT and demolitions. From an investigation that I conducted last week when I collected the documents, it is the demolition of a building with a permit, in a subject on the outskirts of Tirana who they said built above the volumes of the building permit while from the measurements it was 1860 meters less and the three villas were demolished. CNA, in reporting on the illegal action of the IKMT, in the residential complex of villas in Sauk, discovered that the National Inspectorate for Territorial Protection, on the same day, made the decision to demolish the villas in Sauk and on the same day blew up the three buildings, without notifying the construction company, according to legal obligations.

Documents obtained by the CNA editorial office show that the IKMT mail, with the absurd decisions, arrived at the company's door only today, Monday. While IKMT, first destroyed with TNT and then with fadroma three villas, where the builders and buyers had invested their sweat and effort.

This terrorist behavior of state institutions, in the specific case of the National Inspectorate for Territorial Protection, should be investigated by law enforcement agencies.

The documents are dated November 3 and 4, 2025, on the same day, IKMT fined the builders of the company "Lani shpk" and on the same day, three more villas were destroyed, once with dynamite, but when the explosive material did not respond, it took the fadromas to knock them off their foundations.

While IKMT's notifications to the company arrive after three villas with a colossal investment were blown up and with incalculable damage to the builders, official documents, published by CNA, show that the buildings that were razed to the ground by IKMT's bandit action were built in accordance with the law and had a building permit approved by the competent authorities.

The construction of the residential complex was carried out based on the building permit R-1539/4, for the project "Residential complex with residential buildings on 1, 2 and 3 floors as well as 1 and 2 underground floors, with swimming pools, water basin, perimeter wall and electrical cabin".

Referring to the documentation, the total approved construction area was 13,666.6 m² above ground and 10,314.9 m² below ground.

After this permit, the developer, the company “Austrian Construction Albania” sh.pk, in cooperation with “Lani” sh.pk as the construction entity, applied in 2023 to the Municipality of Tirana to change the existing project, without changing the basic parameters of the permit, such as the number of floors or construction areas. The changes were related only to the architectural physiognomy and internal functionality of the buildings. But the bureaucracy and corrupt affairs in the Municipality of Tirana delayed the response and consequently caused great damage to the builders.

CNA reported in the documents obtained that the Company has not violated the construction permit at any time and IKMT's claims do not stand.

From the field verifications it results that the actual built area is even smaller than the approved one: 13,094 m² above ground and 9,199.1 m² underground, excluding the possibility of any additional construction outside the permit. The row of villas that seems to be added in appearance, in fact does not constitute additional construction, since the spaces between the buildings are larger. So even though it seems like there are three more villas, the total area results to be approximately over 1 thousand square meters smaller than that approved in the building permit.

As if this fact were not enough, CNA is bringing two more videos this Sunday that clearly distinguish government propaganda from real facts.

In the footage released by Prime Minister Edi Rama and Interior Minister Albana Koçiu, it can be seen that after the IKMT placed TNT on three villas, they were immediately blown up.

CNA has provided the full video of the moment of the explosion, showing that the TNT that was placed failed to bring down the three villas, and IKMT inspectors had to bring out the explosives to the field to "finish" the job that the TNT could not complete. /CNA 

The demolition of three villas in the Sauk area of ??Tirana by the National Inspectorate of Territorial Protection, or other similar objects, is not just an administrative act, but a flagrant violation of the law and private property rights.

The buildings had regular building permits, the built areas were even smaller than those approved, and not a single square centimeter was outside the parameters of the permit.

However, with a grotesque police operation involving about 150 officers, the state entered private property, without any official demolition documents, without a court order, and without following the usual legal practice that any administration must respect. It was not even necessary to blow up the objects to prevent the latter from “escape”.

This is a deliberate act of state terror on private property and investment. Citizens who pay taxes to maintain the administration also pay the compensation that the state will have to give in court to the private party for these arbitrary demolitions. In Strasbourg, the company can receive compensation ten times greater than the loss of the villas.

When the state acts like a gang, bypassing the law, legal certainty disappears. The state can seize the buildings, use them for the homeless, rent them out, but it cannot seize and blow up 3 villas that the state can use in the future for the benefit of the community. Who pays the costs of demolishing these villas?!

Neither Interior Minister Albana Koçiu nor Prime Minister Edi Rama pays, the Albanian people pay. In a legal state, there is no place for collapses like these! In a gang state everyone pays, but at the end of the day the ordinary citizen pays more./CNA
