Vuk Borilovic has been identified as the author of the macabre event in Cetinje, Montenegro, which was recorded around 4 p.m. today.

The 34-year-old initially had a conflict with his family, but the situation worsened and he took the gun and shot at them.

Then, the perpetrator went out into the street, behind the prime minister's building, and shot at passers-by.
