China opposes US sanctions on Iranian oil-related refineries

China will not comply with United States sanctions on five companies targeted for buying Iranian oil, the Chinese Ministry of Commerce said on May 2.

China is a key buyer of Iranian oil, mainly through independent refineries, which rely on cheap oil from the Islamic Republic.

The United States, in an effort to limit Tehran's revenues, has intensified sanctions on these refineries.

The Commerce Department's guidance, which relates to sanctions announced separately since last year, says the US measures "should not be recognized, implemented or complied with."

The sanctions "unfairly prohibit or restrict Chinese enterprises from carrying out normal economic, trade and similar activities with third countries and violate international law and basic norms governing international relations," the ministry said in a statement.

"The Chinese government has consistently opposed unilateral sanctions that are not authorized by the United Nations and have no basis in international law."

The order applies to three companies in Shandong province – Shandong Jincheng Petrochemical Group, Shandong Shouguang Luqing Petrochemical and Shandong Shengxing Chemical – as well as two others in other parts of China: Hengli Petrochemical (Dalian) Refinery and Hebei Xinhai Chemical Group.

Washington on Friday imposed sanctions on another Chinese company, accusing it of importing "tens of millions of barrels" of Iranian crude oil, generating billions of dollars in revenue for Tehran.

Qingdao Haiye Oil Terminal Co., Ltd. was not mentioned in the Chinese Ministry of Commerce order.

The latest sanctions come as Washington and Tehran are locked in a diplomatic stalemate, with no lasting solution to the conflict that erupted after the US and Israel launched attacks on the Islamic Republic in late February.

US President Donald Trump is expected to visit China for talks with leader Xi Jinping later this month.
