The incinerator of Tirana, the new owners and SPAK

On January 30, 2017, at 4:00 p.m., 5 people entered the prime minister's office. They were Erion Braçe, Ervin Bushati, Alberto Presezzi, Mauro Bianchi and Miliad Lopa. According to the agenda published a year ago by Hashtag.al, the meeting lasted half an hour.

Alberto Presezzi is the owner of the company "Bruno Presezzi spa". Mauro Bianchi is his finance director, while Miliad Lopa is another story, which I will discuss below.

After 7 months from the meeting with the Prime Minister, Alberto Pressezi became the owner of the Tirana incinerator concession, together with two other Italian partners. Now back to Lopa.

Last year the "Geogenix" company, which has the Tirana incinerator, won an almost identical concession contract to build an incinerator in Zimbabwe. The person who signed the contract as a representative of the company "Geogenix" was Miliad Lopa.

Syri Tv has today published the strong testimony of an Italian businessman, former partner with Alberto Presezzi, whose name is Gabriele Longinnoti. According to him, one of the incinerators brought to Albania was dismantled in Constanta, Romania by the Italian company and the Municipality of Constanta paid it 75 thousand euros just to remove it, since the incinerator was not worth a penny.

Më pas, biznesmeni italian pretendon se Presezzi ja shiti Shqipërisë, inceneratorin për qindra milionë euro dhe në këtë transaksion është përfshirë dhe kryetari i Bashkisë së Tiranës, Erion Veliaj, ndërsa paratë u financuan nga Irani.

Këtu ka diçka për t’u sqaruar. Ai flet për blerje qindra milionë euro pa saktësuar në dëshmi se për cilin incenerator bëhet fjalë. As Elbasani, as Fieri nuk kanë kushtuar qindra milionë euro. Tirana që mund të kushtojë aq nuk ekziston. Kështu që kjo është pak e paqartë.

Tani të khehemi te Miliad Lopa. Biznesmeni italian thotë se Lopa ka qenë lavazhier në Itali dhe ka punuar si shofer i tij. Më pas ortaku i tij, pra Alberto Presezzi e përdori atë si prestanome për të hapur kompaninë në Zimbabve. Këtu dëshmia e Longinottit përputhet totalisht me faktet.

Tani ka dhe një fakt që duhet thënë. Dy vjet më parë Longinnoti është arrestuar në Rinas për mashtrim 1 milionë euro pikërisht ndaj ortakut të tij, Alberto Presezzi. Personi që ka bërë kallëzimin në polici ishte Miliad Lopa si i autorizuar nga kompania “Bruno Presezzi spa”. A është dëshmia e Longinnotit një hakmarrje? Apo është e saktë në çdo fjali?

SPAK will have to tell us this. The issue of incinerators is like a tangled puzzle that never ends. But with this evidence, at the very least, SPAK has other actors to call for questioning. Of course, not the head of Pasdaran because you can't catch him. But at least Lopa, Presezzi and Longinnoti can be caught easily.
