Emrah Malaj is a young man from Malësia e Madhe and a few months ago he took a professional course for plumbing, offered by the Shkodër Professional Service. Well, four months after finishing, he still does not have a certificate, because he is told that he does not have cards. He complained to the show "Stop" on TV Klan about this problem.
"I am a 27-year-old. I was unemployed, I go to the Labor Office to look for work. They offer me a plumbing course and I continued the course. The course lasted about 4 months. After we finished the course, it's been about 2 months since I needed that certificate to go to work, because I did it for that job. It's been 2 months since I completed the course and they still haven't provided me with a certificate, I'm still unemployed. I asked them about the certificates and they said they haven't come out yet, we don't have cards. I asked them when they can come and they said we don't know when they can come. The certificate that I am not getting has penalized me because they are waiting for me to go abroad, that's what I did the course for, we need the certificate to go abroad for work there", says the whistleblower.
Through Stop's hidden camera, we saw that the managers of the institution stated that the certificate is not issued because there are no cards to print.
Employee: When did you finish the course?
Employee: Ah, yes! There are no cards from Tirana.
Complainant: Do you know anything, when they come out?
Employee: By God, we don't know.
Professor of Hydraulics: Maximum lasts 1 month. I don't know where this part is left. It is a problem that has remained somewhere. I try to calm the students down.
After the whistleblower, the Stop journalist goes to the institution.
Irma Lohja, director: They have not been produced, because we do not make the certificates ourselves, there are some that are in printing. The printing works are produced by Tirana and not by us. AKPA makes the requests.

Irma Lohja, director: Yes, definitely!
Journalist : In what way are you interested?
Irma Lohja, director : By e-mail, they said that they are in the process of printing. The boy can practice his profession himself, because we also give him a certificate, where he is told by the ministry: "Due to the lack of certificates..."
Secretary: We have not taken away anyone's right. We provide a certificate, which has the same value as a certificate.
After the interest of Stop, Emrah Malaj says that they were signaled that the certificates are already ready to be withdrawn.
