DP files criminal charges to SPAK against the incinerator of Elbasan/ Suspend Edi Rama and his subordinates for a independent investigation

Representatives of the Democratic Party, Çlirim Gjata and Endri Hasa, deposited today in SPAK a file with criminal charges for the incinerator of Elbasan. Hasa stated that this incinerator is a big corruption affair, that paved the way for the mega-affair of incinerators. And despite the fact that it has been denounced for years, there has been no movement for it and no investigation by the justice.

Democrats demanded that the SPAK show independence and suspend Prime Minister Edi Rama and his subordinates. ?Today we ask SPAK to take responsibility and investigate the story of how a newly established company owned by Stela Gugalli, suddenly applies for a concession for incineration, and the next day the government automatically opens the competition for this concession.

The newly established company, with a capital of only 1000 euros, applied without having any experience, and the whole state stood up to give the concession. This person was so important to Edi Rama?s government, that it decided to bypass any procedure and law, and to complete everything in just 24 hours.

On December 16, 2014, the company ?Albtech Energy? was declared the winner despite the legal deadlines of 7 days. The deadline for complaints was closed on December 16. The contract was sent for opinion to all line ministries, and on December 16 the response was received from all institutions.

And on the same day, a 40-page contract was drafted, negotiated and signed. 24 hours later, on the morning of December 17, 2014, this contract concluded for the Elbasan incinerator to give the money to the company of Klodian Zoto, was approved at the meeting of December 17.

We have never seen such government efficiency before. We haven?t seen such efficiency for the procedures either in the case of the earthquake, or in the case of the pandemic or in any other case when the country really had an emergency.

The government emergency and government efficiency, has been for one reason, only because the whole government stood up to give 23 million euros in taxes and Albanian money to the Elbasan incinerator, to take into the pockets of the governors and Klodian Zoto.

This is a structured criminal group, that has cost the state budget so far only in the case of Elbasan 23 million euros, which were stolen and have been led in an unknown direction.

All those responsible for this corrupt affair, have their place in prison and should go to prison?- said Endri Hasa.

On the other hand, Çlirim Gjata stressed that to investigate these violations requires legal will and impartiality, legal independence from institutions, prosecutors and SPAK. ?For 3 years this incinerator had to produce 313 days of energy a year, or 939 days in total. And how much it has produced? Only 22 days. Should we investigate?

The concession was not made by a private company. No, the state budget gave him the money. With this money, he built that incinerator. The state should do it with direct procurement itself. What was the need to give it with a concession, when the private

sector didn?t pay any money? Where have been seen such concessions? In order to investigate this issue, it takes legal will and impartiality, legal independence from institutions, prosecutors and SPAK?- declared Gjata./ CNA.al
