“The lipstick” of Rama’s crime with the incinerator of Tirana/How will be covered the theft of tens of millions of euros

Incinerators are one of the most scandalous corruption scandals, for which CNA.al has conducted a full investigation, regarding the names and companies involved. The Fier incinerator is already in SPAK. Those of Elbasan hasn?t been lit yet, and there is a strong debate in the government on how it will be handled.

So many problems, which are intended to be covered by propaganda and attacks by the media partner of the incinerators, but which nevertheless seems clear that the debates are strong and can not be easily resolved.

CNA.al has previously reported that the concessionaire requires that the incinerator that has not yet been put into operation be left at the door of the municipality and produce its own energy. So the owner should be the local government, but the energy should be produced by the private sector. But now Edi Rama, the corruption of 400 million euros, puts the ?lipstick? in Sharra.

What is happening?

The concession company has won a contract worth 128 million euros. And through a procedure, allegedly carried out for waste processing, between the hills of Sharra. So they have no investment to do, because the hills exist already, a plastic is placed under the landfill pit and then whoever brings the garbage there has to pay 30 euros for 1 ton.

The cost of the company, from the moment the plastic is laid up to the disposal of the garbage, is zero. These 30 euros per ton are paid by the Albanian state for the concession company. Then you only need an excavator that has a cost of 1.5 euros per ton, which distributes this waste. The next stage is dumping soil on the waste.

What happens in this case?

The company receives from the companies that build in the capital, ie those that open construction pits etc., 4 euros per ton. And there is no chance that anyone of them go and throw the soil somewhere else. They guard them with drones, they are attacked by the Municipal Police and after the vehicles go to Sharra, the soil is distributed by the excavator as mentioned above, to cover the waste, and so on.

But, the other fact is that to get soil for the fillings, the same company that pay 4 euros, have to pay up to 7 euros per ton for it. A process that only gives money to the concessionaire, and the cost is minimal. Almost ridiculous.

On the other hand, this 128 million euro concession, which has other hidden costs, amounting to hundreds of millions of euros, is given a ?lipstick?. Finally, covering the waste pits between the Sharra hills, trees, grass are planted there, and several small lakes are created. They will release there some ducks, and Edi Rama will sell it as a great victory and a great revolution made on the environment.

Disposing of garbage and taking it across Albania, was perhaps a necessary step and an undisputed priority. But, the way used, and the costs are criminal. There is a colossal abuse, with hundreds of millions of euros, which is eventually put on a ?lipstick?, and below are buried the millions of euros paid by the state for waste processing, which are actually placed between the hills built by God in Tirana, then with the money paid by the construction firms the land is dumped and payments are made, some by the state, and some by private business.

Concessionaire costs are nothing with those excavators that disperse the soil, or with that plastic that they put down so as not to drain the polluted water.

And above all, as always, the facade of the ?Renaissance? brings flowers and a small lake, with some ducks there, that will show us as a victory over urban waste, when in fact this victory has cost hundreds of millions of euros paid by Albanian taxes and from business money.

This concession has directly affected not only the issue of receiving e huge amount of money from the Albanian state, but also the increase for the cost for the citizens, for the taxes they pay, the increase in construction costs and others like these.

But, the icing on the cake of everything, is the ?lipstick? that they put on an abuse of hundreds of millions of euros, with some trees and some water holes, which they already want to sell as a revolution in waste treatment, where in fact it must be said that there are all the suspicions, all the accusations and all the investigations, which have shown that this waste processing concession, with the formula of incinerators, is a corrupt scheme, almost mafia between the government and its clients, that are in Tirana, are in politics, and are today part of the schemes that swallow the money of Albanian taxpayers./CNA.al
