The chairman of the KLP, Alfred Balla, will appear today before the Special Board of Appeal, after the complaint of the Public Commissioner for the interrupted vetting process.

The case of Balla will be handled by the former chief prosecutor Ina Rama, who is the head of the judging panel.

Albana Shtylla will be the rapporteur for Balla's trial, while Natasha Mulaj, Rezarta Schuetz and Sokol Çomo will be members.

This jury will decide on Alfred Balla, who avoided vetting with a series of maneuvers.

He avoided transparency and did not go through the sieve of declaring wealth (Alfred Balla's wealth, click here ), purity of image and professional skills, although he holds an important position, such as that of the chairman of the High Council of Prosecution.

Balla had to undergo the re-evaluation process since he worked as a legal assistant in the Supreme Court until July 31, 2017.

Initially, he opposed the vetting by "e-mail", claiming "that such a process is not necessary for him, since he does not have the status of a magistrate as a legal assistant in the Supreme Court". Balla even filed a lawsuit in the Administrative Court, saying that he had been dismissed from this post.

Furthermore, he made another request to the KLJ, for the recognition of the status of the Counselor/Assistant non-magistrate at the Supreme Court.

International Monitoring Operation observers strongly opposed Balla's request to stop vetting him.

However, two of the members in the majority in the KPK, chair Xhensila Pine and rapporteur Alma Faskaj, assessed that Balla was no longer subject to re-evaluation and that his process should be closed without a final decision.

Pine and Faskaj reasoned that Balla had not resigned and that he had lost his status because he was dismissed by the head of the Supreme Court in July 2017.

They did not even impose the sanction that prohibits him from being appointed to certain positions in the justice system for 15 years, including the position he currently holds, as provided by law.

The Public Commissioner, faced with such a precedent, appealed the decision of the KPK and today at 10:00 a.m. the first public session will be held at the KPA./ CNA
