Dibra's prosecutor gets stuck in vetting

The Special Appeals Panel dismissed another prosecutor.

The prosecutor of Dibra, Urim Buci, got stuck in the vetting process.

Urim Buci was confirmed by a majority vote on 27 April 2023, but the decision was appealed to the Special Appeals Chamber based on a recommendation of the International Monitoring Operation.

Commissioner Irena Nino raised suspicions about wealth and conflict of interest.

As for the property, the commissioner identified an arable land and a 3-story building with an attic. She said there were conflicting statements regarding the cost of construction and the resources used.

Nino stated that the subject has failed to prove the legality of the sources claimed as income from immigration to the United Kingdom. 

As for the conflict of interest, she said that it is related to a lease contract between the prosecutor and the Kamez Municipality, namely the giving of the first floor of the apartment to a kindergarten.

According to her, Buci is under conditions of conflict of interest and prohibition to benefit from public funds and public contracts.

Urim Buci is one of the prosecutors who got hold of file 184, of vote theft.

The prosecutor of Dibra almost halved the number of accused persons and requested the suspension of the investigations for the former socialist mayor of Dibra, Dionis Imeraj, businessman Imer Lala, Arben Keshi (family member of the KLP, Esmeralda Keshi), Bekim Krashi and Afrim Milki./ CNA
