Romania's government shakes up, seven ministers resign

Hundreds of square meters of construction have been carried out on a plot of land in Belgrade linked to the mastermind of the armed attack in Banjska, Milan Radoi?i?. However, the works have not been reported, according to an investigation by Radio Free Europe/Radio Liberty's Balkan Service.
A luxurious two-story house, with a swimming pool and a landscaped yard, has "grown" on a 40-acre plot of land in an elite neighborhood of Belgrade.
Surrounded by high walls, the house is located near embassies and villas that are under state protection.
However, the construction register in Serbia does not contain all the necessary permits for the construction of this house.
The civic and republican inspectorates did not respond to Radio Free Europe's question about whether they had inspected these works.
The plot in the Dedinje neighborhood was previously registered as the "joint marital property" of Milan and Ema Radoi?i?. However, she is the current owner alone.
In her testimony before Kosovo authorities, who are seeking Milan Radoi?i? for organizing the armed attack in the village of Banjska, Ema Radoi?i? stated that she is divorced from him.
They have two children together.
Who are Ema Radoi?'s first neighbors?
Ema Radoi? did not respond to Radio Free Europe's questions via email regarding the financing and construction of the villa, as well as her relationship with Milan Radoi?.
As can be seen in the cadastre, her first neighbor in Dedinje is Lilana Bozovic, the wife of Zvonko Veselinovic - Radoicic's former business partner, also originally from northern Kosovo.
Veselinovic's wife is building a villa of about 3,000 square meters, while the initial value of the works exceeds 3.5 million euros.
Both Radoicic and Veselinovic are under sanctions by the United States and the United Kingdom, due to allegations of organized crime and corruption.
Kosovo authorities charge them with serious criminal offenses, including the murder of northern Kosovo politician Oliver Ivanovic.
However, Serbia does not pay attention to these accusations, nor to international sanctions.
Similarly, it ignores the indictment against Radoi? in Kosovo for the attack in Banjska.
What is included in 2,300 square meters?
Radio Free Europe in Belgrade has analyzed the Central Register of Unified Procedures for the Issuance of Construction Permits (CEOP).
This database contains all public documents issued by Serbian state bodies during construction, so that the buildings are legal.
According to this basis, works on Ema Radoi?i?'s plot have not officially begun yet.
But the situation on the ground is different.
From the footage provided by Radio Free Europe, a two-story villa, a swimming pool, and a courtyard landscaped with greenery can be seen.
However, documents show that the Secretariat for Urbanism of the City of Belgrade, on March 16, offered the location conditions for construction on the plot in Dedinje.
This is only the first step in the procedure.
These conditions determine what and how is allowed to be built.
The next step is to obtain a building permit.
According to data from the approved location conditions, the villa should have about 2,300 square meters - with underground parts, a ground floor and two floors.
The above-ground part of the villa, according to this data, is about 1,500 square meters.
The document does not clarify what is planned to be built in the hundreds of square meters of the underground section, apart from seven parking spaces.
Also, there is still no valid construction permit for this facility in the central registry.
Although Radio Free Europe/Radio Liberty found a villa and swimming pool already built on site, there is no document on the site indicating the start of construction.
The submission of the commencement of works is necessary, because without it, construction is considered illegal.
A foundation completion notice must then be submitted to ensure that the building has not exceeded the permitted dimensions.
This document is not found in the database either.
Then, the completion of the works must be reported to the relevant institutions, and then requests for connection to the municipal infrastructure - the electrical network, water supply, and sewage system - must be made.
The final step is the request for a usage permit, without which the object cannot be registered in the cadastre.
Heat pump and a letter from the Ministry of Defense
On the plot owned by Ema Radoi?i?, there was a building permit, valid for a villa of about 1,500 square meters - with a swimming pool and nine parking spaces in an open space.
This permit was issued in February 2024.
The estimated construction value of this villa, according to the building permit, was around 2.7 million euros.
However, satellite images, analyzed by Radio Free Europe, show that works on this plot began even before the construction permit was issued.
Then, in July 2025, the owner requested a change to the permit, namely increasing the size of the house and installations.
This request was rejected, "because it was not in accordance with the given location conditions."
Therefore, she has requested new location conditions. And has been rejected twice.
The first time, in September 2025, due to "deficiencies in the content of the conceptual solution" of the residential building.
The second time it was rejected in December 2025. A letter from the Serbian Ministry of Defense was also cited as a reason for the rejection.
In this area, where a luxury villa is being built, there are many military facilities that are under special protection.
For this reason, permission from the Ministry of Defense is necessary, because it concerns an "area around military complexes, facilities and infrastructure."
The problem arose due to a heat pump that was to be used for the villa.
In the letter, the Ministry emphasized that in that location "earth drilling and construction work at depths exceeding ten meters are prohibited."
For this reason, they have requested clarification on the depth at which the work to install the heat pump will be carried out.
"During the performance of earthworks, that is, during any drilling or excavation, it is mandatory to ensure the presence of responsible persons from the Serbian Army," the letter states.
The Ministry of Defense has also requested that all technical documentation be submitted for review and opinion, throughout the entire process until the issuance of the construction permit.
Also, in case of need for reconstruction or adaptation of the facility, its consent is required.
"After submitting the completed technical documentation, the Ministry of Defense will review your request again," states the document rejecting Ema Radoicic's request.
The new request was submitted on February 24 of this year and approved on March 16.
However, the competent inspectorates have not responded to Radio Free Europe's questions about whether they have gone out into the field and determined that a villa has already been built on the land for which they issue a building permit.
Previously "joint marital property"
Milan Radoi?i?, after claiming responsibility for the attack in Banjska, was transferred to Serbia, with a registered address in Belgrade.
At that time, he resigned from the position of vice-president of the Serbian List - the main Serb party in Kosovo, which enjoys the support of official Belgrade.
Authorities in Serbia refuse to extradite him to Kosovo and declare that all suspects will be tried by Serbian courts, while Kosovo officials say the state is protecting them.
Since October 2023, Radoi?i? has had his passport confiscated, is banned from leaving Serbia, and is required to report to the police in Belgrade twice a month.
He has registered his residential address in the Savski Venac municipality in Belgrade, where the newly built villa in Dedinje is located, as well as several luxury apartments and houses associated with it, through his former business partners and their companies.
Radoi? himself, according to data available to Radio Free Europe, does not have any real estate in his name in Serbia.
The cadastre shows that the land with the villa in Dedinje is fully owned by Ema Radoi?.
Previously, this parcel was listed as "joint marital property".
Now, this entry no longer exists in the cadastre.
Veselinovic's wife "advances" with the works
At the end of 2023, the Radoi?s purchased this plot from the investor - the Danica Park company, which at the time was owned by Davor Macura, a businessman close to the ruling party in Serbia, the Serbian Progressive Party.
The Danica Park company closed in August 2024.
Zvonko Vesellinovic's wife also purchased the plot from the same investor.
The estimated construction value of Veselinovi?'s wife's villa is over 3.5 million euros, as seen in the construction permit.
Even on its plot, according to satellite images, work has begun before the official presentation of the construction.
Bozovic, according to official data, has "moved further" in the works than her neighbor.
She has requested to connect the facility to the municipal infrastructure, but has been rejected several times. The last time was in December 2025.
Former businessman, now officially without a company
Although he has previously presented himself to the public as a businessman, Milan Radoi?i?, according to official business registry data, currently does not have any companies in his name in Serbia.
He left the ownership of the Inkop company and its branches in October 2023, after publicly admitting that he organized the armed attack in Banjska.
He donated his share in Inkop and its related companies to his business partners, brothers Zvonko and Zharko Vesellinovic.
They, like Radoicic, are also under US sanctions due to suspected links to international organized crime.
Zvonko Vesellinovic now has 60% ownership in Inkop and its related companies, while his brother, Zharko, has 40%.
Meanwhile, business with the state has also continued.
These companies, in recent years, have won contracts financed by the Serbian state budget for the construction of highway segments, Radio Free Europe/Radio Liberty research shows.
The companies have assets worth millions - including a luxury hotel in Kopaonik, villas and apartments in Belgrade.
Veselinovic's state affairs
The Inkop company and its subsidiaries, owned by the Vesellinovic brothers, earned over 21 million euros at the end of 2024.
All financial reports for 2025 were not available at the time of publication of this article.
Even though their profits come from work funded by Serbia's state budget, Serbia's public enterprises and institutions have not responded to Radio Free Europe's question about what qualifies these companies to win state contracts.
What happened to Ema Radoi??
While Milan Radoi?i? is not officially listed as an owner of any business, only the Grey restaurant appears in Ema Radoi?i?'s name in the Serbian economic register.
However, its headquarters are in North Mitrovica in Kosovo.
This restaurant was confiscated by Kosovo Police in April 2024, along with other assets linked to Radoicic in Kosovo - among them a villa on Lake Ujman and an apartment in North Mitrovica.
Ema Radoi?i?, according to the documents she submitted to Serbian institutions, has her registered residence in a building in the Novi Beograd neighborhood.
