The three main political entities in Kosovo appear to be far from reaching an agreement on the presidential issue, pushing the country towards new elections.
This is after the ruling Vetëvendosje Movement and the opposition Democratic League of Kosovo failed to reach an agreement on Monday, while a few hours later, the largest opposition entity, the Democratic Party of Kosovo, said that it considers its contribution "completed" regarding the issue of electing the president.
The constitutional deadline for electing a president expires on April 28, and if a president is not elected by then, Kosovo will hold new elections.
And as this deadline draws to a close, experts in political developments say that the ruling party does not want a solution, while the opposition parties do not want elections, nor do they want to "submit" to Albin Kurti's LVV.
Kurti-Abdixhiku meeting ends without agreement
Following the meeting held earlier in the day, LVV leader Prime Minister Albin Kurti told the media that LDK leader Lumir Abdixhiku did not accept his offers for an agreement and indicated that he has already written to the leader of the main opposition party, Bedri Hamza of the Democratic Party of Kosovo (PDK), about a possible meeting.
"I have to say that the talks were unsuccessful because none of our offers were accepted by the LDK leader," Kurti said, warning that the country risks going to early elections again if the new president is not elected by April 28.
He said that he offered the LDK, in co-government with other partners, to have the Deputy Prime Minister, the Ministry of Foreign Affairs and three other ministries.
In another offer, Kurti said he offered the position of speaker of the Kosovo Assembly to the LDK.
"I preferred that Abdixhiku become my deputy, and in this way we can start a new chapter of cooperation between LDK and LVV ," Kurti emphasized.
Meanwhile, Abdixhiku stressed that he will not meet with Kurti again after the failure of the talks.
"I tried, I tried, I failed, unfortunately. Now I will return to LDK and I will return to the great mission of uniting the right within LDK," Abdixhiku said after the meeting, reiterating his party's position that one party cannot lead the three main institutions in the country: the Parliament, the Government and the Presidency.
According to him, Prime Minister Kurti has insisted that the position of president remain with his party. Kurti, on the other hand, insisted that he does not want his party to lead the country's three main institutions.

PDK-ja e konsideron “të përmbyllur” kontributin e saj për çështjen e presidentit
Ndërkaq, pas mbledhjes së Këshillit Drejtues partiak, PDK tha ka dëshmuar “gatishmëri” për të kontribuuar për zgjedhjen e një presidenti të ri, pasi ish-presidentes së Kosovës, Vjosa Osmani, i përfundoi mandati pesëvjeçar më 4 prill.
PDK tha se ka mbështetur mundësinë e një kandidati konsensual, “pa asnjë kushtëzim” apo përfshirje në bashkëqeverisje.
“Megjithatë, përkundër kësaj qasjeje konstruktive, mungesa e vullnetit politik dhe seriozitetit institucional nga ana e pushtetit aktual po e pamundëson përsëri zgjedhjen e Presidentit të ri. Rrjedhimisht, PDK e konsideron kontributin e saj në këtë proces të përmbyllur”, u tha në njoftim.
Në mbledhjen e së hënës, PDK miratoi një deklaratë politike, ku tha se vendi po përballet me kriza të njëpasnjëshme politike dhe institucionale “të shkaktuara drejtpërdrejt nga shumica parlamentare, e cila përmes bllokadave të vazhdueshme dhe mungesës së përgjegjësisë shtetërore po e paralizon funksionimin normal të institucioneve, po i politizon ato dhe po e dëmton interesin qytetar e shtetëror”.
Kurti, pas takimit me Abdixhikun deklaroi se i ka dërguar ftesë PDK-së për takim. Kur u pyet nëse do t'i bënte ndonjë ofertë të ngjashme edhe PDK-së, Kurti nuk deshi të tregojë, por shtoi se "oferta për bashkëqeverisje që u ofrua për LDK-në ka qenë ekskluzive për LDK-në”.
Kurti e ka kritikuar PDK-në se në bisedimet e mëparshme kishte kërkuar që dikush nga partia opozitare të zgjidhej president pa treguar emrin e kandidatit të mundshëm.
Ai e përsëriti këtë edhe të hënën, duke thënë: "PDK-ja ka kërkuar nga unë që të bëjë marrëveshje politike blanko ku ata i propozojnë dy kandidatët e ne ua votojmë".
Arifi: LVV nuk po dëshiron zgjidhje
Për dështimin e bisedimeve LVV-LDK për çështjen e presidentit, politologu Dritëo Arifi ia vë fajin partisë në pushtet. Sipas tij, problemeve duhet dhënë zgjidhje dhe drejtim.
“Në këtë rast, sidomos partia në pushtet nuk po dëshiron drejtim të saktë, dëshiron një mënyrë që të viktimizohet, që kinse janë të tjerët që nuk po i lënë hapësirë që të punojë. Që një vit e gjysmë jemi pak a shumë në këtë krizë, ku partia e parë nuk po dëshiron zgjidhje, por në njëfarë mënyrë po dëshiron kapje dhe nënshtrim të çdo gjëje që ekziston në Kosovë”, thotë ai për Radion Evropa e Lirë.
Sipas tij, një qasje e tillë i dëmton të gjithë, veçmas LVV-në, duke paralajmëruar se partia e Kurtit mund të humbasë besimin e qytetarëve “nëse vazhdon që të ankohet rregullisht, vazhdimisht dhe për çdo gjë”.
Asked if he thinks there is a chance of an agreement between the LVV and the PDK, Arifi is skeptical, but says things could move at the last minute. He says the opposition does not want elections, but "nor submission."
"I think that the opposition parties are not willing to go to the elections, but they don't want to be brutally subjugated. In some way, I don't see a normal agreement," says Arifi.
According to the Constitution, the president of Kosovo is elected with two-thirds of the votes in the first two rounds or with 61 votes in the third round, but 80 deputies are needed in the chamber for the session to be held.
Therefore, an agreement between parliamentary parties is needed on this issue, given that no party - not even Kurti's ruling party, the Vetevendosje Movement with 57 MPs - has such a large number of MPs in the 120-seat Parliament.
After Vjosa Osmani's term ended earlier this month and the country failed to appoint her replacement, the Speaker of the Parliament, Albulena Haxhiu, was appointed acting president on April 4.
Haxhiu himself called on the parties on Sunday to reach a consensus on the election of the president, emphasizing that the country should not go to extraordinary elections. /REL
