"Xhafaj" Commission

The High State Control has been being blackmailed for 4 months.

The blackmail has started since May 2024 when the managers of the majority began to open the word that the chairman of the High State Control had been asked to resign.

Although untrue, it was rumored that it was a signal sent to the head of KLSH.

The blackmail continued on the occasion of the start of the reporting period of independent institutions in the Parliament. ( Read here )

When all the bodies of justice reported and some of the leaders were subjected to Plarent Ndreca's semi-questions, the High Control of the State was deliberately left at the end of the agenda of the famous Shalsi.

Eduard Shalsi, in misuse of his functions as the head of the Economy and Finance Commission, organized an unprecedented chaos in the reporting practice of independent institutions.

The lady is the General Director of the Budget at the Ministry of Finance and she was reported by the HSC as an employee who should be dismissed from the civil service after the HSC's inspection of the institution where Mrs. Dhëmbi is an employee.

The surprise at Shalsi's "concern" in that case was legitimate.

Shalsi does not strain his hands to protect you in vain. Far be it from principle.

The High State Control since May 2024, according to the annual audit program, has included in the agenda the financial and compliance audit of the Municipality of Tirana.

The audit covers the period 2019-2022.

Audits of the KLSH

This type of audit is referred to as a full audit. KLSH cannot be accused of intentional programming. All municipalities are included in the audit program, not only Tirana Municipality.

The problem is that KLSH has provided evidence that it is ready to forward even mayors for criminal prosecution. ( Read here )

The High State Control had August 1, 2024 as the date of submission of the final report.

That report is not out yet. Now it is clear that in parallel with the preparation of the preliminary report and eventually the collection of objections by officials of the Municipality of Tirana, the theatrical sessions of Shalsi took place in the Economy Commission. ( Read here )

The report of the Supreme State Audit is currently blocked and was not forwarded to the plenary session by the Economy Committee.

During the sessions of the "confrontation" of the Chairman of the SSC with the "accused" by him in the audit reports, Shalsi theatrics the judge apparently complicated by the former profession of the SSC president as a prosecutor. ( Read here )
