The Prime Minister of Albania promised the European Commission that the Law on Strategic Investments will be repealed.

"The Law on Strategic Investments will be repealed, as it has fulfilled its purpose and we are also working with the Commission to adopt the new law that will replace it" - this was the statement made by Mr. Rama on Tuesday in Brussels.

First: It must be said that the Strategic Investments Law is the most clientelistic law that the legislative institution has produced in its history. The law has lost its power several times. And every time, when someone needed it, there was a cardboard deputy who asked for its effect to be postponed.

Second: Rama says the law fulfilled its purpose.

But what was the purpose?

Article 1: "This law aims to attract strategic investments, domestic and foreign, in sectors of the economy identified by this law as strategic."

Does the goal match reality?

What are the strategic sectors? a) Transport. b) Tourism (tourist structures). c) Agriculture (large farms). d) Technology and development zones.

What did this law support?

Almost 100% of construction in coastal areas, not for tourist purposes, but for real estate business. On thousands of hectares of land, villages with a hotel, hundreds of villas and thousands of apartments for sale, at stratospheric prices, were built and continue to be built, on land donated by the state, roads donated by the state, energy, water and sewage donated by the state, and other infrastructural and fiscal facilities.

Consequences:

-Corruption rose to the legislative level. Parliament turned into a tailor who sewed the law according to the measure of the "Investor". The "Strategic Investor" status formalized the triangular oligarchy of "Power - Business - Crime".

-Destruction of the country's tourism prospects. The most favorable coastal areas for mass and VIP tourism, instead of building the promised tourist resorts, were transformed into VIP villages.

-Destroying competition. "Strategic Investor" status was only granted to people close to power, even leaders of criminal groups, and honest builders were targeted.

So, this law not only acted outside its focus, but it produced irreversible damage.

The Prime Minister said that we are drafting a new law to replace it. If it has fulfilled its purpose, then why should it be replaced? Who is drafting the new law and what does it provide that is different from the old one it is replacing?/ CNA
