In 2003, a VKM was approved that compensated the families of victims who lost their lives outside Albania. Each family receives 70 lek compensation per 1 km for those who lose their lives in Europe.

Outside Europe the payment is 1500 USD. A family complained on the show "Fiks Fare" that their relative passed away in Italy in December 2022. They made the documents and submitted them in February 2023. They went to the Ministry of Finance and received an answer that "s "There is Lek".

He claims that it is a VKM of 2003 and 2004 that compensates with 70 new lek per 1 kilometer.

"We were interested, we made all the documents that were requested of us, that we needed, we submitted all these documents, we went there, we asked and they told us that you have to wait because there are still people who passed away in May 2021 and not they still received the money. The problem is with the Ministry of Finance, and there is no money, no funds have been provided," says the whistleblower.

He claims that this ministry transfers the amount to the account of the family members of the deceased.

"This is the answer, there is no money, because they are from the month of May 2021 and have not been paid. For that VKM that the Albanian state itself issued in 2003. That's why I turned to the Fiks Fare show if you help us find a solution. Because it's not just my case, there are many Albanians who have passed away in Europe and they also need those lek because it was a large amount that we barely managed," the citizen claims.

He further claims that foreign funeral agencies receive a lot of payment, which amounts to over 5 thousand euros.

"They are aware that we cannot leave our family there, and they say it costs so much, that's what they did." After this complaint, Fiksi turned to the Ministry of Finance, which should provide the funds for these family members, who have been waiting for 2 years to receive the compensation.

"On January 10, we finish the work, give the money and they continue to proceed. Well, 2 million old lek are those, there are no 2 million old lek like the minister?!" the employee of the Ministry of Finance answers and asks himself. Then shut up!

Fiksi is interested in several other state offices, where all employees blame the lack of funds from the Ministry of Finance.

"It will begin to be paid in August 2021. There are many delays. Not a little but a lot. A lot, get ready! Delays from the Ministry of Finance. It has started to be paid in August 2021! We don't know about the delays, we don't share the money. Be prepared, there are many late payments. For the New Year, there is no discussion," says the employee.

All employees attributed the blame to the meager allocated funds. Even employees of the financial sector admit that there is no money for these families!

"The year 2021 is still being paid. It will take a long time to come out. Because the payment time is in ... the documents that came in 2021, in August 2021 are being paid now. He further asserts that it was assumed that the money would be received within 1 year, but due to the lack of funds, it is not as if it was given to the citizens as a right.

If we receive additional funds in September, the payment continues. Starts July, August, September 2021. The fund ends, it is paid until December 2021, they bring it back and it continues," says the employee.

Fiksi addressed an official request for information to the Ministry of Finance and Economy, since the Ministry of Finance specifies that one of the institutions that must implement it is this department. We asked him when this money will be distributed. But, according to this e-mail correspondence, the ministry says that it has attributed this request to another department and directorate.
