Report: Non-functional incinerators in Tirana, Elbasan and Fier with gaps

A report compiled this month by Bankwatch highlights that Western Balkan countries, including Albania, are treating waste through non-functional incinerator projects.

The table for Albania highlights the non-operational phase of these projects, financed through public-private partnerships, which have cost Albanian taxpayers over 350 million euros.

The report highlights that incinerators require significant initial capital and long-term debt repayment, while producing toxic waste that requires expensive land.

There is also concern that municipal budgets and governance capacities remain weak, and gaps persist between environmental legislation and its actual implementation. In this context, new waste incinerators would widen budget deficits for these projects, rather than closing them.

CNA has continuously investigated, reported and denounced the incinerator issue, which has been taken under investigation by the Special Anti-Corruption Structure (SPAK).

Some of the officials involved have been convicted, while others are wanted.

Through an official press release, SPAK stated that after the investigations conducted, it turns out that the "de facto" owners of the waste processing plant in Tirana are citizens Mirel Mërtiri and Klodian Zoto.

These two citizens, known as the 'masterminds' of the Tirana incinerators, Mërtiri and Zoto, are on the run, while investigations continue, despite the fact that SPAK prosecutor, Dritan Prençi, seems to have forgotten about the file./ CNA
