EU report evaluates SPAK's work: Albania makes progress in the fight

The European Commission has published its annual “Rule of Law 2026” report, assessing Albania’s progress on the path towards European integration. The document highlights a contrast between the concrete results of the justice structures and the difficulties still faced by media freedom and civil society.

According to the report, the Special Anti-Corruption Structure has made continued progress in investigating high-level corruption cases.

"In Albania, the Special Anti-Corruption Structure (SPAK) has continued to deliver positive results in the fight against high-level corruption and in building a sustainable track record of investigations, prosecutions and convictions," the report states.

Regarding the media, the report emphasizes that despite efforts, journalists in Albania continue to face a hostile environment.

"In Albania, cases of verbal and physical threats, defamation campaigns, and the use of strategic lawsuits (SLAPP) against journalists have continued, negatively impacting media freedom and editorial independence," the report states. 

The report also raises concerns about the transparency of policy-making and the financial sustainability of civil society organizations, which face operational difficulties. As for independent institutions, the report finds that they continue to face shortages of human and financial resources, while the quality of the law-making process and the effectiveness of public consultations remain challenges to be addressed./ CNA
