"Prosecutors' offices and courts with a digital system for handling

The Committee on Foreign Affairs is holding a hearing today with the Minister of State and Chief Negotiator Majlinda Dhuka on the Report of the Council of Ministers on the process of Albania's membership and integration into the EU for the year 2025 and the four-month period January - April 2026.

During her speech, Dhuka stated that during 2025, the Supreme Court and the Supreme Court of Justice adopted 14 acts of particular importance related to integrity standards.

Among other things, he added that prosecutors' offices and courts are designing a digital system to handle cases, a process that is expected to be completed by 2029. Dhuka also spoke about the fight against corruption, saying that a number of important measures have been taken.

"The High Judicial Council and the High Prosecutorial Council have adopted 14 acts of particular importance regarding integrity standards. These standards of personal and professional integrity must be sustainable, therefore a number of standards have been adopted. Focus has also been given to the legal and judicial service, where two laws were adopted, on the governing bodies of the justice system and on the status of judges and prosecutors. There is a reduction in pending court cases. Another important direction is that related to the modernization and digitalization of the justice system.

Prosecutors' offices and courts are designing a digital system to handle cases. The process will continue with the population of digitalized data, about 2 million records. It is expected to be fully functional by 2029. This will affect both the efficiency of the justice system and that of service to citizens. Two senior managers were elected, that of SPAK and BKH.

Regarding the fight against corruption, a number of important measures have been taken. For the first time, Albania has a law on lobbying, conflict of interest and whistleblowers aligned with EU legislation.  The law on sponsorships and donations has been drafted and is in consultation with the EP. In 2024, 87% of the measures have been implemented, while in 2025, 83% of the measures have been implemented. Work has also been done in the sectors most at risk for corruption, such as property, public procurement, taxes and customs, education and health", said Dhuka. /CNA
