DP and SP join votes/ Draft decision on new Assembly regulation approved

The Assembly has approved in today's plenary session the draft decision "On some additions and amendments to decision no. 166, dated 16.12.2004, "Rules of Procedure of the Assembly of the Republic of Albania", as amended".

The draft decision was approved with 100 votes in favor, 0 abstentions and 1 against. Lëvizja Bashkë MP Redi Muça was the only legislator to vote against the new changes to the Assembly's rules of procedure, while the DP and SP MPs voted in favor.

The agreement on the new regulation between the DP and the SP was reached at today's meeting of the Council of Mandates and Regulations.

1. Points where the SP withdrew:

a) The SP withdrew from the proposal that any draft law requested by the EU be reviewed within one week through an accelerated procedure.

b) The SP withdrew from halving the discussion time in the plenary session.

c) The SP withdrew from the proposal that constitutional institutions not report to the plenary session, accepting the DP's position that reporting to the Assembly should be done by every institution that has a constitutional obligation to report.

d) The SP also withdrew from the proposal that all institutions report only to the "Xhafaj" Commission, accepting the DP's position that annual reports be made to the responsible committees according to the field.

2. Points that were accepted by the DP:

a) The DP proposal that strengthens parliamentary control through the intervention of the Speaker of the Assembly in cases where institutions do not respond to MPs' requests for information was accepted. According to the accepted amendment:

– The President of the Assembly is obliged to request a response from the institution within 5 days of the deadline;

– in case of failure to respond, the head of the institution is required to take disciplinary measures up to and including dismissal.

b) The DP's proposal was accepted that committee chairs, when requested by the parliamentary minority, be obliged to call committee meetings or hearings with heads of institutions within two days of submitting the request.

c) The DP's proposal that, at the request of a parliamentary group leader, the plenary session be adjourned at 10:00 PM and resumed the following day was accepted.

d) The proposal that disciplinary measures be automatically suspended if appealed to the Bureau of the Assembly was accepted. Disciplinary measures will no longer be counted in working days, but in calendar days. Ethics Secretariat with an equal number of members. /CNA
