The election campaign has started/The situation in the political camps, and the names in the race

The electoral campaign for the parliamentary elections of April 25, 2021, officially starts in March. But the political parties have already started to take their steps, by building electoral strategies. CNA.al describes the situation in the various political camps, after an analysis of the situation and action on the ground by the parties.

Socialist Party

The socialists have not only appointed the leaders of the districts, but we can say that they have already held a first electoral tour in September and October, affecting the entire base. Leaders in the regions have been appointed, Erjon Veliaj, Elisa Spiropali, Belinda Balluku, etc. in Tirana, Ilir Beqja in Shkodra, Ardian Çela in Durrës, Niko Peleshi in Korça, Taulant Balla in Elbasan, Damian Gjiknuri in Vlora, or Gramoz Ruçi in Fier and Olta Xhaçka in Dibër.

On the other hand, the socialists have also set up headquarters at local levels, where they also have the advantage of administering local government in all decisions, except Shkodra. The list of candidates is not closed yet, as Rama is expected to remove many of the current deputies, to be replaced with new names. It is clear that the SP has come a long way with the pre-election campaign, not only with political organization, but also with propaganda and public activities.

Democratic Party

Lulzim Basha?s democrats seem slower, perhaps at the pace of Luli?s sleep. So far, the leaders have been announced for only 3 regions, without gathering any governing structure at the center or local level. Again Basha is putting his leaders through bargains, and so far there are no surprise names, old officials, but also many accused. Bujar Leskaj in Vlora, former MP, former minister, then the head of Supreme State Audit, accused of many scandals goes to Vlora as a novelty of Lulzim Basha, but without any consultation with the base.

In Fier, Enkelejd Alibeaj, the serial loser in this region, as the leader of the list of deputies, but also as a candidate for mayor, is now placed again at the top of the list. In Shkodra, Helidon Bushati, former MP during the Berisha government, then in the end of Basha?s list in 2017, resigns and takes an official position in the state administration that he holds while the DP is in opposition, to return now as chairman of Shkodra region. No leader in the other regions has been introduced by Basha, who is trying to choose ?the best? again through bargains, in order not to win today, but to keep the chair of the president tomorrow.

Numerous names have been rumored for Durrës, Elbasan, Korça, Kukës and Dibër, by Edi Paloka, Edmond Spaho, Enno Bozdo, Flamur Noka etc. But many of the former leaders of the Basha opposition in the years 2013-2017, are left without any area such as Fatbardh Kadilli, Arben Ristani, or the characters disqualified by the Ruli-Nishani commission, such as Salianji & Co. The DP looks far behind with the organization. There is no movement at the local level, except for a formal vote on the alleged disqualification of unwanted candidates from the grassroots, which ended in a massive falsification of votes, and ended up disqualifying only Astrit Veliaj.

The staffs are not functional at any level. The presidencies of the DP branches seem shattered, and what works are only the communication of Lulzim Basha from his Facebook. Only there is work and organization, other structures seem shattered.

Socialist Movement for Integration

The party of Ilir Meta and Monika Kryemahi, seems between DP and SP in terms of level of organization. One step ahead of Luli Basha and one step behind Edi Rama. In most counties the directors are elected. Kryemadhi himself is playing with the effect of surprise where she will compete.

Currently, Luan Rama is running in Vlora, Endrit Brahimllari in Korça, Ardit Çela in Berat, in Durrës the SMI candidate is the former head of SHISH Bahri Shaqiri etc. The SMI seems more active, and in some counties has organized its structures, to replace also many party officials and members who have fled to the Socialist Party. This is what happened in Tirana where 3 leaders left but also MPs like the case of Nasip Naço in Berat, Lefter Koka in Durrës, or Alqi Bllako leaving the SMI to run for SP in Tirana.

New parties and opposition Topalli-Patozi

Another electoral factor is the Democratic Conviction of Astrit Patoz but also the Movement for Change of Jozefina Topalli. These two forces are expected to be together in a coalition, where at least 6 other political forces are expected to join. Topalli comes with a group of new names, not included in the political elites, but also with characters who come from academic and public life. While Patozi has set up another group with young people, but also strong personalities from PD, such as Fabjan Topollaj, Leonard Olli, Andi Përmeti, Ardian Kollozi and many other names who have left DP due to exclusions or opposition to Basha.

They are the whole line that supported Sokol Olldashi in the race with Luli. Meanwhile, there are some other parties such as Weaving Initiative or Myslym Murrizi party, that are expected to have their candidates. But they look weightless, and don?t seem to cause surprises. Maybe an exception could be Murrizi himself in the region of Fier. The other small parties under coalition with DP, are expected to take from a comfortable place and nothing more, otherwise they will join the coalition of Topalli and Patozi, who have the opportunity to be the real opposition in the country in front of Rama and Lulzim Basha, who expects to join in the government with Renaissance./CNA.al
