Financing of political parties/ Peleshi seeks opinion from Venice

The Speaker of the Albanian Parliament, Niko Peleshi, has requested an opinion from the Venice Commission on the financing of political parties.

The news was announced by the Council of Europe itself, where, through an announcement made today, it is stated that Peleshi sent a letter on April 27, 2026, which coincides with an opinion from the Venice Commission.

This request, according to the official announcement of the Venice Commission, is scheduled for discussion and approval on June 12-13 at the 147th Plenary Session.

“ By letter dated 27 April 2026, Mr. Niko Paleshi, Speaker of the Parliament of Albania, requested an Opinion from the Venice Commission on the draft law "on the Financing of Political Parties".

The draft opinion is scheduled for discussion and adoption at the 147th Plenary Session of the Venice Commission (Venice, 12-13 June 2026) ,” the announcement states.

The new draft law "On the Financing of Political Parties" proposes strict rules on permitted and prohibited sources of funding, as well as a new formula for the distribution of public funds.

According to the draft law, the financial and material resources of political parties will be limited to five main categories:

Membership fees paid by party members.
Donations in monetary value, in kind or services.
Financing from the State Budget.
Loans or credits obtained in accordance with the legislation in force.
Other income generated legally.
