The Commission for Administrative-Territorial Reform held a hearing with interest groups in Fier today. The co-chair of the commission, Arbjan Mazniku, said in his speech that the reform carried out in 2014 was extraordinary. The socialist said that there are several problems that need to be solved at the local government level.

One of the problems, Mazniku said, is the efficiency of municipalities in providing the right level and quantity of services.

Focusing on EU integration, Mazniku stated that at the moment Albania will be a member of the European Union, 70% of the rules and laws are implemented at the local level. For this, municipal structures must be ready to implement these laws as well as to attract funds from the EU in order to bring cohesive development to the territory.

 

"Human life is connected to the way the municipality functions. In 2014, we carried out an extraordinary reform, which succeeded in consolidating it into 61 municipalities. The first problem has to do with the efficiency of the municipalities, to provide their services at the right level and in the right quantity. The second element has to do with the growth and development of the municipalities. We have some municipalities that are well developed, while others are less so. We have a demographic challenge. Data shows us that large cities have 70% of the population.

"We have an even bigger challenge than all of these together, in 2029 Albania will be an EU country. At that moment 70% of EU laws and regulations will be implemented at the local level. How will our structures be ready to attract EU funds and bring cohesive development to the territory? This requires that municipalities have the necessary human resources to do this job properly ," said Mazniku.
