A "state" within the "state" was guilty!

Retrospective, August 1998.

The Prosecutor General accuses and arrests six politicians and officials of the opposition/former government on charges of crimes against humanity! The prosecutor appeared on TV with several Coca-Cola bottles filled with juice and triumphantly presented them as the main evidence of the crime. The accusation failed and the arrested turned out to be (were) innocent. Two days after the arrests, the US and the EU blamed the prime minister, he gathered the government (which also includes the head of SHISH Klosi) and demanded clarification.

Essentially, the Prime Minister says he had no knowledge, was not informed and the Minister of the Interior declares that the accusations are absurd and impossible to prove. A "state" within the "state" was guilty! Two weeks later, - September 1998 and the Prime Minister found refuge in MV before resigning.

Some details are important: SHIK before 1997 was rightly accused of being politically/partisan, correct), but Klos's word in the government shows the same thing, SHIK is 100% political/partisan. He reports there with pride and detail how opposition politicians are being followed/wiretapped.
Secondly, the arrest of the six brought about a deep political crisis and failed, proving that the Prosecutor's accusation was absurd, the process political and with high cost for the country.

The prosecutor was dismissed by a unanimous decision of the Assembly in 2002, but with the justice reform he was reinstated, today he heads the Magistracy and is drafting Albania's Criminal Code in the EU (!).

Third, governance has always been an "individual matter," not a collegial one, not an institutional one. It was the same in 1998 (the prime minister knew nothing) as it is today (the prime minister knows nothing about what the ministers do, the latter know nothing about the boss's decisions).

Finally, the transition has created myths and fictitious heroes. Opening the archives and confronting the documents/truths helps us to come back “down to earth” and better understand the responsibilities, the responsible parties, the failures, the mistakes, the false myths and to better know the history of an arrogant and selfish political elite that never understood, (even today still does not understand) the concept of democracy, the concept of the state (of law), of accountability and that of the statesman/integrity in public office.
