The Coalition of the Willing summit in Paris has concluded, attended by over 20 international leaders, including Prime Minister Edi Rama.

After the summit, the French president announced the agreement reached between Ukraine and its allies on strong security guarantees. These guarantees are reflected in the "Paris Declaration", which, according to the French president, constitutes an important step towards a lasting peace.

"Today, we have made significant progress, as reflected in the Declaration, which offers strong guarantees for a lasting peace. The Declaration of the Coalition of the Willing recognizes, for the first time, the functional convergence between the 35 countries of the coalition, Ukraine and the United States of America. We are talking about truly strong security guarantees ," Macron said. 

Great Britain, Ukraine and France signed a joint declaration to deploy forces in Ukraine in the event of a peace agreement.

The envisaged “Multinational Force for Ukraine” will act as a defensive force, aiming to strengthen security guarantees and support the return of peace and stability to the country, while contributing to the reconstruction of the Ukrainian armed forces.

The declaration paves the way for the creation of the necessary legal basis that will allow British and French forces to operate on Ukrainian territory, with the mission of protecting the air and maritime space and strengthening the country’s armed forces for the future.

After the ceasefire, military "centers" are also planned to be established in various regions of Ukraine, which will be used for the deployment of forces and the safe storage of weapons and equipment.

Ukrainian President Volodymyr Zelensky described the "Paris Declaration" as very specific, noting that Kiev already knows which countries will participate and what each will contribute. He also said that there has been progress in talks with the United States on monitoring the peace.

For his part, British Prime Minister Keir Starmer stressed the importance of close cooperation between European and American allies, assessing that "we are closer to peace than ever before." At the same time, he warned that the most difficult steps are ahead.

Starmer echoed the assessment in European circles that Russian President Vladimir Putin is not ready for peace. 

"In recent weeks we have seen the opposite: new horrific attacks in Ukraine, with civilian deaths and injuries and power outages for millions of people in the 'heart' of winter," he said. /CNA
