Coalition of the Willing Summit in Paris/ What is included in the draft

Ukraine's allies have said security guarantees should include binding commitments to support Kiev in the event of a future armed attack by Russia, according to a draft statement prepared ahead of the Paris summit.

French President Emmanuel Macron hosted more than 25 international leaders this afternoon at the Elysée Palace, including Ukrainian President Volodymyr Zelensky, for a meeting of the Alliance of the Willing, Ukraine's allies.

US President Donald Trump's special envoy Steve Witkoff and Trump's son-in-law Jared Kushner are also attending the summit. The draft statement says commitments to Ukraine could include the use of military capabilities, intelligence and logistical support, diplomatic initiatives, and the adoption of additional sanctions.

The meeting aims to finalize as many contributions as possible to future security guarantees in order to reassure Kiev in the event of a ceasefire with Russia. The draft also notes progress made in recent weeks in talks on security guarantees, although Moscow has given no public indication that it would accept such agreements.

Until recently, most of the attention had focused on commitments to military aid to Ukrainian forces and possible contributions to an international peacekeeping force. Diplomats say attention is now shifting to legally binding guarantees to help Kiev in the event of a new attack by Moscow.

Kiev has long said it cannot be secure without guarantees comparable to the NATO alliance's mutual defense agreement (known as Article 5) to prevent Russia from attacking again. Moscow wants any peace deal to exclude Ukraine from military alliances. /CNA
