Ukrainian authorities have called for a war crimes investigation after a video circulated on social media showing Russian soldiers executing a Ukrainian prisoner of war. VOA correspondent Oleksii Kovalenko tried to find out how such a crime would be investigated.
On March 6, a video circulated on social media showing Russian forces killing an unarmed POW wearing a Ukrainian uniform and calmly saying "Glory to Ukraine" (Slava Ukraini). Ukrainian authorities have called on the International Criminal Court to investigate.
Më vonë, prokurori i përgjithshëm i Ukrainës, Andriy Kostin, tha se Ukraina ka filluar hetimet për vrasjen e robit të luftës të paarmatosur.
Ushtria ukrainase njoftoi se personi që ekzekutohet në video është snajperi Oleksandr Matsievskiy.
Ekspertët amerikanë besojnë se videoja mund të shërbejë si provë për një krim lufte të bërë nga forcat ruse në Ukrainë.
“Sugjeron qartazi provë për kryerjen e një krimi lufte dhe është e qartë se ky filmim do të bëhet pjesë e hetimeve që po bëhen jo vetëm nga Gjykata Ndërkombëtare Penale, por edhe nga gjykatat ukrainase që do ta shqyrtojnë këtë krim, për të përcaktuar se cilat njësi ushtarake gjendeshin në atë zonë në atë kohë, dhe kush i komandonte ato”, thotë David Scheffer, nga Këshilli i Marrëdhënieve me Jashtë.
Avokati britanik Wayne Jordash, i cili drejton një grup hetuesish ndërkombëtarë që mbështesin punën e prokurorit të përgjithshëm të Ukrainës, thotë se gjykatat duhet të vendosin nëse krimet e luftës që mendohet se po bëhen, mund të klasifikohen ligjërisht si gjenocid.
“Është pothuajse me siguri një krim ndaj njerëzimit. E vetmja pikëpyetje që mbetet është nëse ishte genocid, dhe do të duhet kohë që të vlerësohet kjo”, thotë zoti Jordash.
Profesorja Jennifer Trahan, nga Qendra për Çështje Globale të Universitetit të Nju Jorkut, beson se videoja e vrasjes është një tjetër kujtesë se përse duhet një gjykatë ndërkombëtare për të hetuar krimet e luftës së Rusisë në Ukrainë.
"If we didn't have the aggression, we wouldn't have any of these crimes against humanity, or war crimes. We wouldn't have the crimes of this horrific video and none of the murders and injuries. So, it is a reminder of why we need this court" , says Mrs. Trahan.
Experts may have different opinions about how the crimes being committed should be investigated. The evidence, like that from the video of the execution, leaves no room for doubt that some kind of international investigation is needed./ VOA
