Tirana/Malay substation project: It is built on favorable financial terms

Minister of Finance, Petrit Malaj, spoke in today's plenary session about the guarantee agreement with OSHEE and the EBRD for the Tirana substation project.

A project that Malaj said improves the network and prepares the system for future challenges. Malaj said that this substation will be underground and completely digitalized. The Minister said in his speech that the agreement is built on favorable financial terms for OSHEE and the Albanian government.

Regarding the state guarantee, Malaj stated that it is a use of sovereign guarantee that supports productive investments.

 

"We are improving the network and preparing the system for future challenges. The substation will be digitalized and underground. It will provide the necessary capacities for refundable energy. Network losses have been significantly reduced, from 45% to 16.9% in 2025. Strategic projects are being implemented to increase regional connectivity.

The agreement is built on favorable financial terms for both OSHEE and the Albanian government.

The state guarantee serves to enable the financing of a strategic investment at low cost. This is a use of the sovereign guarantee that supports productive investments. The need for electricity supply is increasing more and more. The distribution system must be able to respond to this demand not only in quantity, but also in quality", said Malaj.
