New economic map/ Expansion of the state and construction versus the decline of

The structure of Albania's Gross Domestic Product (GDP) for 2025 further deepened the trend of decline in manufacturing sectors, where the weight of the primary and industrial sectors is gradually being replaced by an expansion of the services and construction sectors.

Also, the state's weight in the economy increased further last year, influenced by the expansion in employees and the increase in wages in this sector.

The latest official data published by INSTAT show that the agriculture, forestry and fishing sector, once among the main contributors, has recorded a significant decline in its share in the country's economy, dropping from 15.31% in 2024 to 14.59% in 2025. In 2019, the share of agriculture in the country's economy was 18.4% of GDP.

The same downward trend is observed in the industry sector as a whole, which has marked a contraction in its share in GDP from 11.09% in 2024 to 10.08% in 2025, a dynamic mainly influenced by the manufacturing industry, which has also fallen by 0.51 percentage points within the year. Before the pandemic in 2019, the industry accounted for 12.06% of GDP.

The main reason why these sectors account for a smaller share of GDP in 2025 is their negative performance. Agriculture has recorded a decline of -2.50%, while industry as a whole has fallen by -3.72%, with the processing industry also declining by -1.41% over the past year. This contraction in production volume causes their relative weight in the total economy to decrease.

Meanwhile, the construction sector showed a completely opposite trend, further increasing its share in the economy, reaching 12.56% of total GDP in 2025, up from 12.22% a year earlier. The share of this sector in our economy increased by 4 percentage points between 2019-2025.

The vast majority of economic expansion remains concentrated in the trade, transport, accommodation and food service activities group, which has expanded its dominance in the economy, accounting for 19.40% of GDP in 2025, compared to 18.89% in 2024.

The increase in the weight of these sectors is directly related to their positive performance. The construction sector has had a real growth of 4.11%, while the trade, transport and accommodation group has increased its volume by 2.50%. These sectors have not only increased the added value, but have made a positive contribution to the overall GDP growth.

Other service sectors have also followed an upward trajectory, with public administration, education, health and social work activities growing to 11.78% of GDP. The share of the public sector in GDP in 2025 expanded by 0.44 percentage points compared to 2024./ Monitor.al
