The show "Stop" on TV Klan is set in Kukës, where Isa Gashi denounces that since 2008 he has fled the village and lives in a rented house. He has not signed any energy contract with OSHEE for his apartment.

However, without his approval, his late father's obligations were transferred to him, forcing him to pay over 40 million lek.

"The electricity bills were billed in my name. I do not have any contract with OSHEE. It has been several months since everything was transferred to my name. The problem is that this clock belonged to my late father, who passed away in 2008. I was separated from my family before 2008. The bills until 2014 came in my father's name. After 2014, they started coming in the name of Isa Besim Gashi and a few months ago they started coming in my name. I have not been here at all, and my family has even informed me that they are connecting the old clock to the new house," said the complainant.

Isa says that he built the apartment in 2022 and requested to sign a new contract with OSHEE, but was refused because the property is in his father's name. The First Instance Court did not take this problem into account.

"I left the village in 2008 and have been living in a rented house. I do not have any contract with OSHEE, but without my consent, my late father's obligations have been transferred to me. They are 40 million lek. I built this apartment in 2022 and I asked to sign a new contract. They did not allow me, because they told me that it is in my father's name. The first instance court did not take my problem into account," added Isa Gashi.

The journalist asks whether legally the transfer of obligations can be done without the consent of the other person, and Ergen Elezaj, the person in charge, confirms that approval is mandatory and in writing.

Journalist: I need a black and white copy, where is the signature, the consent? Is that so in principle and legally? Let's say that this is not a citizen, but an x ??citizen... If an x ??citizen wants to transfer obligations, or a new electricity supply contract, must he give his consent orally? Yes, or no?
