In the city center of Saranda, opposite the historic "Butrinti" hotel, in the area of ??the former public beach, a serious case of appropriation of public property through forged documents has come to light.

According to the complaint received by the editorial office of the show "Stop", this property was obtained through the falsification of the 2000 Urban Plan of the Municipality of Saranda. "Stop" has secured the original plan, where the area is clearly listed as a public beach of the Butrint Hotel, i.e. state-owned land.

Meanwhile, a falsified plan is circulating in the Saranda Urban Planning Office and Cadastre, which presents the area as private property, land, and even shows a one-story building there. There are strong suspicions that this falsified plan was introduced to the Municipality around 2020 and was then introduced into the Cadastre systems to replace the real plan.

In 2025, a criminal complaint was filed with the Saranda Prosecutor's Office for an unauthorized construction, precisely on this property acquired with false documents. The result is a concrete slab, about 2 meters wide and 6–7 meters long, built in the middle of the city.

Even though the construction was in plain sight, neither the Police, nor the IMT, nor any institution intervened. Despite the fact that the IMT Saranda has confirmed the violation and has a decision to demolish the unauthorized building, this decision has not been implemented for months.

The Director of the IMT, Eduard Veliu, justified himself by saying that "they are busy" and that "there is no date" for the implementation of the demolition decision. Meanwhile, according to information, the Saranda Prosecutor's Office is preparing to dismiss the case.

"I am aware of the case where a procedure was carried out there a few months ago. The first was during the season, when we could not intervene. After the season, by order of the government, we started with these public spaces and we cannot finish with these. We have many other cases to destroy, we will see now, brother. I cannot say it without getting carried away...", said the director of the IMT, Eduard Veliu.

The element being used as justification is an expert report prepared by two private experts, who have described the concrete slab as a "cover for water tanks"./tvklan.al
