A mother of two children, 10 years old and 20 months old, came to our editorial office, as she wants to register her child in daycare. In June, she came to apply, but the husband was working illegally and the lady had unemployment benefits.

"I am a mother with two children. My son is 10 years old, my daughter is 20 months old. Like any parent, and rightly so, I wanted to take my daughter to kindergarten. Registrations opened in June. It was the relevant documents that were needed. Among them, a certificate was required that my husband and I were working, which we did not have, for the reason that the husband was working illegally and I was treated with unemployment benefits. After making the application, he went to the nursery in September and the name did not appear.

"I became interested 3-4 days before September 1, when the kindergartens for this school year also started. I present myself and ask for my daughter's name. Someone from the nursery tells me what the girl's name is, looks for it on the list and tells me that it is not a girl on our list. He tells me that you should appear at the General Directorate of Kindergartens in Tirana", said the whistleblower.

He turned to the Directorate of Kindergartens, where he was told that he must submit a document that the parents are at work in order to register the child.

"He tells me to bring him the unemployment salary document as well as a certificate that your husband is an immigrant," said the whistleblower who claimed to have submitted these documents.

Then the lady started working and the little girl was taken care of by the 10-year-old son. He was told that on September 20 registrations would be opened again. But they turned him back again, saying that there were no places in the nursery.

"They didn't accept my unemployment pay, my certificate, because they told me that only if you are treated with economic assistance, we will accept it. We do not recognize this as a document. I said, what should I do? He said you should continue working because you can't bring us the document. I was forced, I signed a contract in question that I had for some time, they gave me the document that I have continued working here, they told me you are fine and they told me to wait for September 20 when there is another re-opening for the registration of children. Two or three days passed and I became interested myself. I was interested because I had to because I have a 10-year-old son, he is in the fifth grade. He hasn't even been to school for two weeks, he's taking care of my daughter because now I signed the contract to work. I had nowhere to leave my daughter. I went there for an answer and they told me that no new registrations have been made, you wait in the hope that a child may leave the daycare center where you want to enroll your daughter.
