During the local elections of 2023, candidate Belind Kelliçi filed a complaint with SPAK, which appeared to be focused on one of the directors of Erion Veliajt, but actually involved a dubious scheme of the majority of associates of the mayor of Tirana.

After the flagrant case when a road was paved with asphalt, meanwhile the tender was being developed, the denunciations about schemes with a company which was suspected to be owned by some directors of the Municipality of Tirana, who in cooperation with each other and their families, began to come one after another they had benefited from tens of millions of euros tenders from the institution where they themselves were directors.

The allegations include several names and the scheme is quite clear. SPAK has started investigations and it is known that this institution was able to provide new facts and evidence, from written communications to groups with specific communication programs on phones to charter flights from Podgorica airport.

At the time of the report, the finger was initially pointed with facts at the Chief Inspector of the Territory Protection Inspectorate of the Municipality of Tirana, Mr. Mariglen Qato, but also other persons, public officials, or family related to him, have secretly consumed illegal activities .

Qato has held several important positions in the municipality of Tirana, some time ago his driver was arrested with weapons and drugs in Kamëz.

Qato and his associates, according to SPAK's investigations after the complaint by the former DP candidate, Belind Kelliçi, through abuse of office, exercise of illegal influence, etc., had the aim of unfairly benefiting economic and financial interests, but not alone.

The criminal offenses for which they are suspected to have been committed are of such a nature that they could be investigated by the prosecuting body even without the need to file a report.

A lot of time has passed and SPAK still hasn't closed the investigations, although it is said that withdrawals of large sums of money, money during the campaign or other criminal actions that have already been proven, have been found in its corridors, but there are still no arrests.

The facts and data of the activities of the officials of Veliaj seemed to the naked eye, everything was constructed as if there is nothing illegal.

In fact, among the directors who are under the orders of Erion Veliaj, it is suspected that many times greater interests are hidden, occult and illegal actions carried out by high officials of the administration of the Municipality of Tirana and other persons closely related to them.

When Kelliçi submitted his documents and lawsuit to SPAK, he stated:

"I am convinced that, if this criminal report is assessed with due care, with objectivity, by conducting in-depth, proactive, discreet and courageous investigative actions, it may result that in this criminal activity, there will be knowledge , or whether the current Mayor Erion Veliaj is involved, and other officials dependent or connected to him, who have allowed, made possible, facilitated, or why not, and realized that the public funds of the Municipality of Tirana intended according to the law to be used in the public interest and through a free competition, in fact, have been misused through procurement procedures where the winners are predetermined, and to be realized by companies and economic operators whose interests are fictitiously held by relatives and close acquaintances of the Directors of the Municipality of Tirana or Institutions depending on it, but the real beneficiaries of these interests are these holders themselves, or their superiors or subordinates".
