The SafeJournalists Network has adopted a new regional declaration on Improving the Safety of Women Journalists in the Western Balkans. The declaration was adopted at the conference “Journalism Under Attack: An Era of Oppression and Resistance”.
The focus of this statement is that ensuring the safety of women journalists is an essential prerequisite for protecting freedom of expression, strengthening democracy, and guaranteeing citizens' right to information.

We, representatives of journalists' associations, trade unions, media, public institutions, civil society organizations, journalists and individual experts from across the Western Balkans, gathered at the Regional Conference “Journalism Under Attack: An Era of Oppression and Resistance”, recognize that ensuring the safety of women journalists is an essential prerequisite for protecting freedom of expression, strengthening democracy and guaranteeing citizens' right to information.
Despite existing commitments to gender equality, women journalists across the region continue to face disproportionate risks, including online harassment, physical intimidation, workplace discrimination, and gender-based violence. These risks are often exacerbated by interrelated forms of discrimination based on ethnicity, age, disability, sexual orientation, or other social and economic conditions, creating multiple layers of vulnerability. Weak institutional responses, fragmented legal frameworks, and entrenched gender norms have created an environment where violence and harassment are often minimized or go unpunished, forcing many women journalists to self-censor.
Public institutions have a responsibility to protect fundamental rights, while media organizations, journalist associations, trade unions, civil society and international partners provide advocacy, monitoring, solidarity and support. Together, we will contribute to creating a safe and enabling environment for women journalists in the Western Balkans, in line with our shared European perspective.
Common Principles
Gender equality, freedom of expression and freedom of the media are fundamental rights at the core of democracy and European integration.
All measures should follow a victim-centred and integrated approach, ensuring tailored protection and support.
Safety requires active engagement and solidarity from all female and male colleagues, editors and managers in building inclusive and supportive newsrooms; this includes freelancers and those in precarious working conditions.
Regional solidarity and European cooperation are essential for strengthening the safety of women journalists.
Angazhimet e Institucioneve Shtetërore
Do të punojmë për përputhjen e kuadrove kombëtare ligjore me standardet e OKB-së, BE-së dhe Këshillit të Evropës, përfshirë Konventën e OKB-së për Eliminimin e të Gjitha Formave të Diskriminimit ndaj Grave (CEDAË), Konventën e Stambollit të Këshillit të Evropës, rekomandimet e GREVIO-s dhe standardet e anëtarësimit në BE, për të parandaluar dhunën me bazë gjinore dhe për të promovuar përgjegjësinë për kërcënime dhe sulme.
Do të forcojmë kapacitetet e organeve të rendit dhe gjyqësorit për të reaguar me efikasitet ndaj kërcënimeve, fizike dhe digjitale, duke përdorur qasje gjinore dhe të përqendruar te viktima.
Do të mbështesim standarde të drejta pune në sektorin mediatik duke adresuar informalitetin dhe promovuar mbrojtje sociale në bashkëpunim me sindikatat dhe shoqatat profesionale.
Do të punojmë për të siguruar mekanizma të qasshëm për adresimin e ngacmimeve dhe diskriminimit në vendin e punës, me mbrojtje nga hakmarrja.
Do të vazhdojmë të harmonizohemi me acquis e BE-së, duke zbatuar detyrimet që mbajnë kompanitë teknologjike përgjegjëse për dhunën online me bazë gjinore, dhe duke vendosur sistematikisht mbledhjen dhe publikimin e të dhënave të ndara sipas gjinisë mbi kërcënimet ndaj gazetarëve.
Do të sigurojmë përgjigje efektive institucionale në mënyrë që kërcënimet dhe sulmet ndaj grave gazetare të hetohen me procedura të rregullta dhe të drejta.
Angazhimet e Shoqatave të Medias, Sindikatave dhe Shoqërisë Civile
Angazhohemi të avokojmë për zbatimin e kuadrove ligjorë dhe rregullatorë, duke siguruar që ligjet dhe masat institucionale jo vetëm të miratohen por edhe të zbatohen në praktikë, dhe të kërkojmë llogaridhënie përmes monitorimit, raportimit dhe pjesëmarrjes aktive në debatet publike dhe proceset politike.
Angazhohemi të promovojmë dhe të avokojmë që mediat të miratojnë dhe zbatojnë protokolle të sigurisë në redaksi me ndjeshmëri gjinore, që adresojnë rreziqet fizike, ngacmimet online, sigurinë digjitale, mbështetjen psikologjike dhe mjekësore, si dhe mirëqenien e përgjithshme të grave gazetare.
Angazhohemi të krijojmë dhe të forcojmë mekanizma të pavarur brenda organizatave mediale për të parandaluar dhe adresuar ngacmimet seksuale, diskriminimin me bazë gjinore dhe forma të tjera abuzimi në vendin e punës, duke garantuar që gratë gazetare mund të raportojnë shkeljet në mënyrë të sigurt dhe të marrin mbështetje.
Angazhohemi të promovojmë mundësi të barabarta dhe kushte të drejta pune për gratë gazetare, duke përfshirë kontrata të sigurta, të drejta të lehonisë dhe përfaqësim në rolet udhëheqëse, ndërsa sindikatat angazhohen të forcojnë negocimin kolektiv për të mbrojtur të drejtat e grave në profesion.
Angazhohemi të ofrojmë shërbime mbështetëse për gratë gazetare nën kërcënim, duke përfshirë ndihmë ligjore, mbështetje psikologjike, kujdes mjekësor dhe mbështetje financiare, si dhe të monitorojmë dhe raportojmë publikisht rastet e dhunës dhe diskriminimit.
We commit to participating in regional and international exchanges of good practices, ensuring that lessons are shared and that cross-border solidarity strengthens the resilience of women journalists.
Joint Commitments
Each actor, acting in good faith and within its mandate, aims to ensure complementarity and foster cooperation, recognizing that sustainable progress in the safety of women journalists depends on collective effort:
We will promote structured cooperation between institutions, media, unions, civil society and international partners to support the safety of women journalists and media freedom.
We will strengthen regional research and advocacy mechanisms, including through networks such as the SafeJournalists platform, to document threats, collect gender-disaggregated data, and provide evidence-based recommendations, spurring advocacy action.
We will organize regular regional forums to keep the safety of women journalists at the center of political and public agendas, linking it to democratic consolidation and EU integration.
We will promote solidarity among journalists, ensuring that women and men stand together against harassment, intimidation and discrimination, and cultivate a culture of mutual support in the profession.
We will support strengthening protective measures, including emergency support where possible, for women journalists facing immediate threats.
We will increase cooperation with international organizations and networks, including the European Union, the Council of Europe, the OSCE, the United Nations, Reporters Without Borders (RSF), Media Freedom Rapid Response (MFRR) partners, and others, to harmonize the protection of women journalists in the Western Balkans with international standards and best practices.
By adopting this Declaration, we affirm our shared responsibility to create a safe, equal and enabling environment for women journalists throughout the Western Balkans. Protecting women journalists is protecting democracy itself. /CNA
