Draft decision on the establishment of the Electoral Reform Commission/ Bardhi:

The Conference of Mayors discussed the draft decision to establish the Electoral Reform Commission.

Gaz Bardhi has expressed his agreement to the establishment of the commission, but only after the final OSCE-ODIHR report is released.

"We agree on the establishment of the commission, as this issue is an obligation. But I request that this commission be established after we have the final report of the OSCE-ODIHR. We cannot make changes while we are awaiting the recommendations and suggestions from that report. So, I propose that the establishment of this commission be done immediately after the publication of the report.

I have a second issue: It is emphasized here that the commission consists of 16 members – 8 from the Socialist Party and 8 from other parliamentary parties. The parliamentary parties in the Assembly, referring to the distribution of deputies, are about 13. So, it does not operate on the basis of parliamentary parties, but on parliamentary groups. This has been the preserved tradition. Because, if we evaluate it differently, it means that the SP leaves a place to the PSD, while the latter has not declared itself in the opposition", said Bardhi.

As for the Special Commission on Administrative-Territorial Reform, Bardhi said:

"You are breaking parliamentary tradition and undermining consensus. This reform should guarantee a consensual mechanism. I am reading to you: here, in 2014 and in 2022, the commission was established on the basis of equality between the majority and the opposition. Today you come with a proposal that does not guarantee this. Therefore, we do not accept being just a facade. For this reason, I ask that you change the representation."/ CNA
