Failure to initiate investigations against detention center employees/ Tirana

The Tirana Court has decided to dismiss the request filed by former president Ilir Meta, who appealed the Tirana Prosecutor's Office's decision not to initiate investigations into the employees of the "313" detention center.

Meta claimed that the prison employees abused their duty, did not allow him to communicate from the institution's premises, and did not treat him well during his stay in prison.

Announcement:

The Court of First Instance of General Jurisdiction of Tirana, after holding the court session in the Consultation Chamber (without the presence of the parties), for the review of the request submitted by the Applicant Ilir Metaj with the subject: "Appeal against the decision of the prosecutor's office dated 21.01.2026 "On the non-initiation of criminal report number 272 dated 15.01.2026":

DECIDED:

1. Rejection of the request of the applicant Ilir Metaj with the subject matter "Appeal against the decision of the prosecutor's office dated 21.01.2026 "On the non-initiation of criminal report number 272 dated 15.01.2026", as unfounded in evidence and in law.

2. Procedural expenses as incurred.

3. An appeal against the decision is allowed within 10 (ten) days from the date of notification of this decision to the Court of Appeal of General Jurisdiction.
