Representatives of the company "Mabco" have held a press conference regarding the conflicts that have occurred in recent days at the Vlora airport. The company's representative, Ornela Çuçi, said that this conflict is not simply a company problem but a problem of the functioning of the state.

Çuçi stated that the "Mabco" company does not seek conflict or police, but simply to deliver a safe work.

"What is happening is not simply a problem of companies, it is a problem of the functioning of the rule of law. Access has been created all the time, but the situation has not only not been resolved but has escalated. We are not looking for conflict or police. We are simply looking to deliver to citizens a safe work of international importance ," said Çuçi.

Lawyer Ili Gerdupi said that there is no court decision that prevents the works at Vlora airport. Gerdupi said that VIA is not a company that gives orders, but a subsidiary of "Mabco". The lawyer further said that the request is to restore legitimacy to VIA and to prohibit the use of the disputed axes.

" VIA has 98% of the shares, "2A Group" holds only 2% of the quotas. There is a big difference between doing the work and holding the quotas. Any transfer of quotas when they are companies with concessionary subjects requires various approvals. In this case, they were not even registered. In August 2025, Mabco became aware of a transfer contract, which was not made at any time with knowledge, after verification it turned out to be a fraud signed irregularly, signed not by authorized persons. In this contract, the court issued a decision completely suspending the quotas. A decision that was suspended by the Appeal. With this blocking of quotas, despite the fact that the court only warns about the right to vote, the construction works continue and it has the right to be informed about the decisions of the assembly. So there is no court decision that stops the works. VIA is only a daughter of Mabco, it is not a company that gives orders. Our request is to return "legality in VIA, the use of contested acts should be prohibited ," said Gërdupi.

Engineer Klodian Sava, who also holds the position of site manager, said that the company "Mabco" has completed almost 99% of the works. Sava stated that they have requested a verification by independent authorities for the quality of the works.

" We as a company have completed almost 99% of the works. As of September 2025, the company's accounts have had about 6.54 million euros of VAT refunds, funds foreseen for the purchase and installation of systems that have not yet been purchased. There has been no electricity or water supply.

Our systems cannot be tested if we do not have an electricity connection. Another problem is the operation of the airport in the near future. The answer given to Mabco, we contacted Munich Airport, but given the unprecedented attacks, the company withdrew. It was requested that some additions be made to the project, to increase the capacity of international lines. Which has brought additional costs and time to the implementation of the works.

We were hindered during the installation of the signaling system at night, but we have also verified the problems in the implementation of the works by "2A Group". We have requested a verification from independent authorities for the quality of the works. At no time has Mabco delayed or hindered the opening of the airport. It is VIA that should deal with the airport equipment, purchase it and put it into operation ", said Sava.
