Agreed between the opposition and the majority/ The Assembly's draft

The Head of the Foreign Affairs Committee, Igli Hasani, has presented to the Assembly the draft resolution agreed between the opposition and the majority on the process of Albania's membership in the European Union.

This resolution is expected to be approved in the plenary session, while it qualifies European integration as a national strategic objective and places emphasis on strengthening the role of the Assembly in overseeing reforms, parliamentary control over the executive, and monitoring negotiations with the EU.

The resolution emphasizes that the majority and the opposition are committed to strengthening political dialogue. It also calls for the acceleration of electoral reform in accordance with the recommendations of the OSCE/ODIHR and the Venice Commission, and the guarantee of free and fair elections.

Among other things, it is required to strengthen efforts and consolidate concrete results in the fight against high-level corruption and organized crime, guaranteeing full support for relevant institutions and the implementation of European Union requirements.

Excerpts from the draft resolution:

The Albanian Parliament is committed to:

-To fully and directly strengthen its role in accelerating the accession process of the Republic of Albania to the European Union.

-To fully and efficiently exercise the law-making and supervisory function for the European Union accession process, guaranteeing the quality of legislation, approximation with the EU acquis and its concrete implementation in practice.

-Strengthen parliamentary control over the executive branch, independent institutions and agencies, respecting the constitutional principle of separation and balance between powers, increasing transparency, auditing and accountability.

-The majority is committed to ensuring the conditions for the full participation of the opposition in parliamentary activity, to respecting its demands in accordance with democratic standards, the Constitution and the Rules of Procedure of the Assembly. -To deepen joint engagement with citizens, interest groups and other societal actors, with the aim of recognition and inclusion in the European Union membership process.

-Intensify the pace of electoral reform in full implementation of the recommendations of the OSCE/ODIHR and the Venice Commission, guaranteeing free and fair elections.

-To provide full support to constitutional and/or legally established institutions, including ensuring the implementation of their legal decisions.

-To seek to strengthen efforts and consolidate concrete results in the fight against high-level corruption and organized crime, guaranteeing full support for relevant institutions and the implementation of European Union requirements.

- To demand respect for freedom of expression, guarantee media pluralism, improve mechanisms for the protection of journalists and free journalism, guaranteeing a free, competitive and professional media environment.

-To monitor the fight against disinformation and foreign interference, to protect the integrity of democratic processes and national strategic interests.

-To promote inclusive political and social dialogue, to ensure national consensus on European priorities.

-To strengthen the interparliamentary partnership with the European Parliament and the parliaments of EU member states, by actively contributing to parliamentary diplomacy and bilateral relations with them.

-To reject any initiative, act or action that deviates from the inherent course of Albania's full membership in the European Union.

The Parliament of Albania requests the Council of Ministers:

-To report in accordance with the legal framework, including the completion of closing milestones for all negotiating chapters and the conclusions of intergovernmental conferences.

-Ensure full and consistent implementation of legislation in line with the EU acquis, accelerating reforms in the rule of law, the fight against corruption and organized crime, the judiciary and other areas of Chapter I "Fundamentals".

-Ensure synergy between the various financial instruments of the European Union, its Member States and international development partners, by reporting specifically to the Albanian Parliament regarding the support of development partners for the process of integration and membership in the European Union;

-Ensure dedicated budgetary provisions in each budget program for the implementation of key reforms within the framework of the accession process, with a particular focus on support for law enforcement institutions.

-To harmonize the legal framework for public procurement with the aim of strengthening transparency and competition in public procurement and the use of EU funds.

-To accelerate the reform of public administration in accordance with European Union requirements in order to increase its efficiency and to strictly implement the merit criterion in recruitment.

-To protect the environment and protected areas, in accordance with EU standards.

-Ensure comprehensive consultation with the opposition, civil society and interest groups to ensure broad-based decision-making.

-It requests further strengthening of the capacities of the state structure responsible for the development of negotiations and the conclusion of the Accession Treaty of the Republic of Albania to the European Union.

-It asks it to intensify an awareness campaign on the European Union and European standards as a driver of European transformation within the framework of the European Union accession process.

-It asks for further support for local government in strengthening its capacities, to prepare it for membership in the European Union.

The Albanian Parliament reiterates that progress in the accession process must be measured on the basis of merit, democratic standards and verifiable achievements, in order for Albania to move steadily towards full membership in the European Union. /CNA
