"Non-implementation of the law"/ Teliti: Abusive blocking of work in

Tirana Municipal Council member Dorian Teliti, in a statement to the media, said that at today's meeting he will denounce an alarming situation.

Teliti stated that work in the capital's municipality has been blocked abusively, and that the law and internal regulations are not being implemented.

The Democrat stated that from July 2023, no public consultations will be held on projects before they are approved.

Telili said that even the monthly meetings of the City Council are not held regularly.

Today, on behalf of the opposition members of the Municipal Council, I will denounce an alarming situation for the functioning of the capital: the abusive blocking of work in the Tirana Municipal Council.

For 32 months, the majority in the City Council has turned the violation of the law into daily practice. This is not about different legal interpretations. This is about direct non-implementation of the law and internal regulations.

Firstly, since July 2023, the illegal practice of not conducting public consultations on draft acts, which the law obliges the Municipal Council to consult with the public and interest groups, has continued before being discussed and approved in the official meetings of the Council itself. Draft decisions that directly affect the citizens of Tirana are passed without transparency and without hearing the public's voice. Even in the meeting announced on February 24, there are 4 important acts that will be passed without asking the citizens at all.

Secondly, for 32 months the regulation has been interpreted according to the political interest of the moment of the socialist majority. Draft acts that are sent a few days before the meeting, in violation of the minimum 10-day deadline, undermining the right of citizens to be informed and to react on these unilateral proposals. The same thing has happened for this month's meeting, where the materials were published only 3 days before.

Third, and most serious, is the blocking of the establishment of the Internal Financial Commission. The law mandates its existence. The regulation clearly provides for it. However, for 32 months, the majority has refused to establish this commission, making it impossible for the City Council to monitor the implementation of the budget.

Why do they refuse to include the establishment of this commission on the agenda of the meeting taking place on Thursday? What are they hiding from? Why are they afraid of transparency?

Ironically, the same majority is very careful to monitor the opposition's minimalist minutes in meetings, "forgetting" the obligation to guarantee financial control mechanisms.

Dear citizens!

The Presidency of the Municipal Council, the body that should guarantee institutional balance, is paralyzed. The monthly meetings of the Presidency are not held. Only 5 meetings in 32 months.

For 32 months, the practice of refusal by the majority in the Council to discuss sensitive issues and topics for citizens, such as water supply, sanitation, the environment, traffic, parking, public spaces, unregulated construction and its consequences, local taxes and fees, and others, has continued.

This situation is not a political conflict. It is a distortion of the normal functioning of local democracy. It is an abusive concentration of power at the expense of transparency, accountability, and development.

Therefore, I call on the socialist councilors: give up political orders, violations of the law, and abandonment of the citizens and entrepreneurship of Tirana!
