Balliu: Kayo Company, part of a corrupt scheme with Prime Minister Rama's

Democratic MP Klevis Balliu today raised doubts and accusations that the state-owned company Kayo has become the center of a suspected corruption scheme.

In his speech from the Parliament podium, Ballui said that businessman Ron Yeffet, considered a friend of Prime Minister Edi Rama, is directly involved in this scheme.

I have requested this interpellation because it concerns the national interest, which today is being violated only for corrupt interests and corrupt affairs, no longer through one company or another, but through the creation of a state-owned company that collaborates with other private companies to build corrupt affairs. This is the Kajo company.

This interpellation is being made to seek clarification on an issue that directly affects Albania's national security, the money of every Albanian taxpayer, and our country's reputation within NATO. Every Albanian citizen has the right to understand what is happening with their money and security.

In 2024, the Assembly passed a law creating a state-owned company, called Kajo, headed by Ardi Veliu. The stated goal was to create a state-owned instrument for the production and trade of military equipment. A reasonable idea in itself, but what happened after the law was passed has nothing to do with defending the country, but with genuine corruption affairs that undermine the country’s national security.

For example, the Kajo company has collaborated with the Timak SHPK company of Ms. Arjeta Puca, a lady who has been promoted much earlier by the prime minister himself, even called on his podcast, and with this company Kajo SHPK decides to collaborate to create another company, which would be called Timak Defense.

What happens to this company that declared tens of millions of euros in turnover? 49% of this company is sold to a person named Ron Yeffet. Ron Yeffet, a friend of Edi Rama, a man who has come and has also asked to buy Albania's debt, a man who also collaborates with Russian businessmen of the highest levels, a man who is under investigation for major corruption affairs not only in Albania, but throughout the world, a man who is also involved and has direct responsibility for the loss of the court decision in international courts of Albania with the American businessman. A man who only his shadows definitively prove the connection with corruption and the connection with Edi Rama.

This man buys this 49% of this company for only 450 euros. 450 euros cost the company that was making millions and millions of euros. And what happens? After four months that Ron Yeffet buys 49% of Timak, then together with Kajon Timak Defense is created, which three months later receives a 10.5 million euro tender at the Ministry of Defense. To invest 450 euros for 49% of a company and in four months to receive 10.5 million euro tenders. And this is what Edi Rama's friend does with the companies that Edi Rama creates, Ron Yeffet.

On August 1, 2025, Kajo co-founded with MSC the company MKD Myslim Keta Defense, where 80% belongs to MSC and 20% belongs to Kajo. Again, this with a ridiculous capital of 35,000 euros, the same as Timak Defense. For 35,000 euros. These two companies, one state-owned and one private, create another company called Gun Tactical, where 51% belong to Kajo and 49% belong to MSC, again with a ridiculous capital of 35,000 euros.

We must understand, dear friends, that when Kajo was created, there were some criteria that were signed by no one else, as always, Belinda Balluku as Deputy Prime Minister, who demanded that the criteria should be written and should all be followed one by one. And what did the criteria say? A budget of 15 million euros is needed. But you have 35,000 euros. You should have had at least 400 employees. You have no one, so who are you going to hire with that budget.

Not only that, but Kajo SHPK started with extraordinary momentum. What happens? With the creation of this company, the attack on the media begins, namely News 24, which they attack to take over the buildings, to appropriate the buildings for their interests and offices and their businesses, at a time when this television was denouncing Kajo.

But this is not an isolated case. Currently, in the area… currently Kajo is also seeking to take the property from the Dervishi family in Babrru Kodër. This family also has this property with a final court decision. This is, Mr. Minister, the final court decision. Also, there is confirmation from the ASHK that they are the owners. This is the document and I will give you all of it to have with you today.

The Dervishi family also has the mortgage certificate. The Dervishi family also has the court certificate for the return of the property. They have every possible document. But you don't ask. You went there, you took the property, you raped them and removed them from their property and today you have blocked their way home. And not only that, but you are taking the inert materials and throwing them right in the middle of this family's house.

And these are a family who are not against the government doing its duty and taking a property if it needs it for national security, but they demand that they be paid, that they be given rent, that an agreement be made as happens in every country in the world, but not by force.

Also, Kajo is responsible because this company is cooperating, but we will go into detail about them in the second part of this interpellation, it is cooperating with companies that are currently under investigation by NATO, where all our allies, allied states, have suspended their activities because they are under investigation for corruption, while here it continues to work, continues its business, continues its agreements, because here Kajo is neither for national security nor for the safety of citizens, but is for financing and cooperating in the theft of the Albanian government./ CNA
