The Mukje Agreement is a key event in the history of Albania, to enter and know the most important events of World War II.
 
The nationalists had national inspiration and fought against the invader, constantly sought a national agreement for a joint fight against the occupier, including the National Liberation Front, but the communist leadership was afraid of this very agreement.
 
The Zogists, under the leadership and orders of King Zog who was in England, were more informed and clearer in every direction during the war. In addition to being directly involved in the war, they made maximum efforts to contribute in all ways to the unification of all political-military factors in a joint fight against the invader.

The representative of the Zogists, Major Abaz Kupi, at the Peza Conference on September 16, 1942, declared before the delegates: "... I have joined you, to work for the good of Albania and to fight every occupier, but in case parties are formed, I am the protector of Legality since before April 7, 1939, I am with King Zog".
 
Abaz Kupi also had a primary role in the convening, organization and progress of the Mukje Conference, where representatives of the National Liberation Front and the National Front gathered in a meeting on July 26, 1943 in Tapiza and from August 1-3, 1943, the Mukje Conference held its proceedings.

 The first point of the agreement was the creation of the Committee "For the Salvation of Albania" which ultimately came up with a program, the most important of which were:
 
* Joint war on the side of the major allies against the invaders.
 
* War for an independent Albania and for an ethnic Albania.
 
* War for a free, democratic and popular Albania and the form of the regime would be chosen by the vote of the people after the war.
 
Immediately after the Mukje Conference, the Committee for the Salvation of Albania organized near Qafë Shtama on August 4, 1943 a joint battle of Zogist, Ballist and partisan detachments against the Italian army under the command of Major Abaz Kupi, where the union resulted in complete success.

The communist leadership accepted the Mukje Agreement until the delegates of the Yugoslav Communist Party, Miladin Popovici and Dusan Mugosha, became aware of its contents and ordered Enver Hoxha to immediately rescind it.

For this purpose, a month later, on September 4-8, 1943, the Labinot Conference was convened, at which not only was the Mukje Agreement officially annulled, but armed war was also declared against any other political current or tendency, in other words, the preparation of the conditions for a clash between the parties, up to and including civil war, began.

It was clear that the communist leadership had set a priority, comprehensive preparation for tomorrow's power. For this purpose, they called the Congress of Përmet on May 24, 1944, where its main decision was, "...to prohibit King Zog from returning to Albania and not to recognize any government that could be formed inside or outside the country".
 
The Zogists, who were the promoters of the war against the Nazi-fascist occupiers, knew the communists very well and accurately predicted their intention of sending the Albanians into civil strife. For this reason, the royalists reformed other ways of resistance, inside and outside the country.
