No one can feel the current state of road traffic more than citizens, those who are specifically labeled as 'road users'.
To put it more clearly, the road safety issue is much more serious than it seems.
Road safety is not as simple an issue as one might think, it remains part of general safety, a reflection of civic culture, a panorama of communication and education in traffic, respect for and responsibility towards the law, that regulator that society has agreed to write with the aim of coexistence and order.
The current situation was not created in a day, nor in a few years; it has worsened as a result of short-sighted policies, without vision and will to resolve them within deadlines and sustainability.
The introduction into the consumer market of practices and campaigns that push us more towards aggravation than towards relief of what appears to be, unfortunately shows that we are still far from sitting down to face the truth.
Road safety is brought to the fore only by experts and specialists in the relevant field; they bring solutions, forms and practices that are real, reliable and tangible to citizens.
Politics helps with vision, financial resources, will and desire to take the problem seriously.
In this real chaos and time of fruitless discussions, we often see fingers easily pointed in different directions, 'blame' is unfairly and unjustly placed on the responsible structures, the traffic police carry the most 'stones' on their backs, other laws are demanded, more punishments, responsibility from driving schools, education, etc.
It would be shortsighted to deny the changes that have occurred over the decades in road traffic.
Today we have more roads, highways, more vehicles, increased traffic speeds, reduced arrival times at destinations, fewer accidents, fewer loss of life and injuries, the creation of a culture much different from the past, etc.
Taken together, these and other values are a helpful factor in every step that is taken, it is a more facilitated terrain on which you can obtain quick and desired results.
But this remains little if we 'have enough', leave it in its current state, in stagnation and hopelessness, and approach it with momentary, non-serious and unreliable solutions.
It's quite simple to determine, this is easily proven, and fortunately, when asked, road users have a solid understanding of the real causes of accidents, the factors, and those responsible for them.
The analyses are endless and an article, a discussion in a television studio or an expert roundtable, a campaign of 'measure plans' is not enough, as concrete solutions must be presented, healthy, well-thought-out steps must be taken, based on expertise and serious analysis, not by amateurs but by people in the field, in agreement with all responsible structures.
As më pak e as më shumë ka nevojë t’i përqasemi përvojës së vendeve të zzhvilluara, pa pretenduar se do na duhen gjetje‘origjinale’, thjeshtë t’i bëjmë ato tonat.
Si zgjidhet!
Nuk mund të pretendoj se jam i saktë apo të marr guximin ta shtrij shikimin mbi një terren të gjërë, ndërmarrje kjo e pamundur qoftë për një specialaist, ekspert a kushdo qoftë.
Le të ngulim shikimin në ‘kopshtin’ tonë, në Metropolin që po i afrohet milionshit, tek Tirana.
Pse ka kaq problematika dhe kaos, nivel të ulët të sigurisë në rrugore, fluks të shtuar, dëmtime, zhurmë, ndotje të ajrit, kohë të zgjatura në trafik, humbje të durimit, konflikte.
I marrim me radhë; sensi i qarkullimit.
Kjo është puna e parë që duhet kryer, biles sa më shpejt, jo me arrnime, adoptime që nuk sjellin lehtësime por shtojnë hallin, pasi ka nevojë të ribehet nga e para.
Me teknologjinë e re dhe njerëz të ditur është plotësisht e mundur që në një kohë të shkurtër Tiranës t’i rikrijohen kapilarët e qarkullimit, harmonizohen lëvizjet me synim eleminimin e grumbullimeve, ngecjeve në rrugë, disiplinimin përmes një sinjalistike të mirëstudjuar, dhënies së kahut e drejtimit të përcaktuar me synim;më shumë lëvizshmëri më pak qëndrime, humbje kohe!

Dekurajimi i përdorimit të mjeteve vend e pa vend.
Këto dalin në rrugë për arsye nga më të rëndomta, tëpanevojshme, por që sjellin jo pak problematikë në trafik.
Gjëja arrihet përmes dy hapave të mjaftueshme, konkrete dhe tëbesushme, të prekshme nga qytetarët, për ata që e përdorin trafikun në çdo kohë.
Rritja e cilësisë së transportit publik, mjeteve urbane, kapaciteteve, lehtësimit të rrugës, ulje të kohës në qarkullim, shërbim i mirëmenduar për të gjithë qytetarët e jo vetëm për ‘njerëzit pa makina’.
Kjo nga njëra anë e nga ana tjetër zgjatja e rrugëtimit për mjetet e vogla do të sjellin jo pak lehtësim në trafik, do reduktojnëlëvizjet e panevojshme.
E thënë shkurt; ulje të kostos së udhëtimit me transpost publik, dhe nga ana tjetër rritje të kostos me mjet privat.
Po kaq urgjente është edhe..
Disiplinimi i kohëfurnizimit të subjekteve tregëtare, qofshin këto me aktivitet të madh apo biznes i vogël.
Janë bërë llogari të bazura në numërin e mjeteve që përdoren për këtë qëllim, shifrat reale të biznesit të vogël e supermarketeve, pikat e furnizimit, etj dhe kjo ka treguar se trafikut në Tiranë i shtohen në orët e pikut të ditës, në mënyrë fare të pakuptimtë mijra e mijra automjete të shumë përmasave e fuqisë motorrike, të cilat mbeten ‘kanceri’ i qarkullimin në rrugë.
Bllokojnë parkimen, stacionohen për kohë të gjatë në dyshe trashe, acarojnë shoferët.
Pra mjafton vetëm kufizimi i kohës dhe orarit, bie fjala pas darkës deri në mëngjes dhe do shohim se sa frymëmarrje lehtësuese do sjellin ne trafik.
Për ta mbyllur!
Arsyeja e vërtetë që më uli të shkruaj diçka në synim dukshëm të sinqertë ë shtë diskutimi i ‘zjarrtë’ që po bëhet këto ditë për parkimet, ndëshkimet deri me ndjekje penale, pasi nuk dua ta ndot shkrimin me fjalën ‘burg’.
Pasi nuk është kjo rrugëzgjidhja
